The U.S. live hog production has undergone a significant structural change characterized by a trend toward larger operations. Experts argue that there is a cost advantage for larger farms due to industrialization and increased management intensity. One important element in production, mainly for industries with rapid consolidation, is technical efficiency which affects the firm's competitive position directly. This study uses a stochastic production frontier function and farm-level data to measure and explain technical efficiency in Missouri hog production. The study estimates the mean technical efficiency for farms in the sample at about 82 percent, implying that a large proportion of production (18%) is lost due to farm-specific inefficiencies. The U.S. pork sector is modeled to simulate the effects of alternative import levels on prices, production, consumption, farm receipts, and consumer expenditures. Over the 1983-1985 period, producers annually received $600 million less due to increasing imports than if imports had remained at the 1979-1982 average. Farm prices and slaughter were lower by $2.21 per hundredweight and .1 million head annually, respectively. Four simulations reflecting alternative import paths over the period 1986-1992 were examined. With lower imports (relative to current levels), production and farm prices rise significantly in the long run; consumers purchase less and pay more. This is followed by an outside review, re-evaluation of projections, and completion of the final baseline in January. The FAPRI 2000 World Agricultural Outlook presents these final projections for world agricultural markets. A companion volume, the FAPRI 2000 U.S. Agricultural Outlook, presents the U.S. component of the baseline. The analysis incorporates both historical price and production risk for the farms so the “safety net” aspects of the bills can be compared. Representative crop livestock and dairy farms for major production regions across the county are analyzed. Information to describe and simulate these farms comes from a panel of farmers in each local area. The farm panels are reconvened frequently to update their farm’s data. The representative farm data base has been used for policy analysis for more than 15 years. The simulation model used for the analysis was developed by AFPC scientists.
