The evolution of value-added centers at land-grant universities, along with the recent development of numerous Ag Innovation Centers, has been viewed as a sign of a shifting emphasis to value-added agriculture research and technical assistance efforts. The entities that fund these centers, be they state or federal government, have a vested interest in the economic impacts of these centers. However, evaluating the efforts of a public good is not always an easy task. This paper studies “entrepreneurial communities” using both quantitative and qualitative data from the state of Oklahoma. Household-level survey data and community-specific characteristics are used to determine what factors affect whether a rural community operates in an entrepreneurial manner. Case studies from successful rural communities provide a more qualitative viewpoint of the factors that lead to entrepreneurial activity. Small communities experiencing slow to negative growth sometimes increase their local sales tax rate in order to maintain or expand public services. A cross-sectional, time series model is used to investigate possible unintended consequences. Negative elasticities are found for tax rates above the norm, resulting in reduced retail trade.
