From Dayton to Brussels: A Presentation of the Balkan's Status Quo AgEcon

Associating the Balkans with "backwardness" is highly common in specialty literature. However, more recently - ten years after the Dayton Peace Agreement - a new paradigm is dominating discussions about the future of the Balkans: a possible EU membership for the countries of the region. This paper presents a detailed analysis of the current economic situation in the Balkans with emphasis on the EU's policy towards the region. The launch of the Stabilization and Association Process for the Western Balkans with its main instruments concerning trade liberalization and financial assistance reflects an obvious political will to reduce the "backlog" of the region. Environmental Policy, Spatial Spillovers and the Emergence of Economic Agglomerations AgEcon

We explain the spatial concentration of economic activity, in a model of economic geography, when the cost of environmental policy - which is increasing in the concentration of emissions - and an immobile production factor act as centrifugal forces, while positive knowledge spillovers and iceberg transportation costs act as centripetal forces. We study the agglomeration effects caused by trade-offs between centripetal and centrifugal forces. The above effects govern firms’ location decisions and as a result, they define the distribution of economic activity across space. We derive the rational expectations equilibrium and the social optimum, compare the outcomes and characterize the optimal spatial policies.

Total Factor Productivity Growth and the Environment: A Case for Green Growth Accounting AgEcon

We examine whether the use of the environment, proxied by CO2 emissions, as a factor of production contributes, in addition to conventional factors of production to output growth, and thus it should be accounted for in total factor productivity growth (TFPG) measurement and deducted from the .residual. A theoretical framework of growth accounting methodology with environment as a factor of production which is unpaid in the absence of environmental policy is developed. Energy Balance Climate Models and the Spatial Structure of Optimal Mitigation Policies AgEcon

We develop a one-dimensional energy balance climate model with heat transportation across locations. We introduce the concept of potential world GDP at time t, and we introduce, through the temperature function, spatial characteristics into the damage function which make damages latitude dependent. We solve the social planner’s problem and characterize the competitive equilibrium. We define optimal taxes on fossil fuels and profit taxes on firms that extract fossil fuels. Our results suggest that if the implementation of international transfers across latitudes is not possible, then optimal taxes are spatially non homogeneous and tend to be lower at the poor latitudes. Economic Implications of the EU Accession of Bulgaria and Romania: A CGE Approach AgEcon

The paper examines the economic implications of Bulgaria and Romania recent accession to the EU. The analysis has been carried out by using the GTAP model and database. In a first attempt, the effects of the removal of formal trade barriers and the adoption of common external tariffs are considered; not surprisingly, we find that associated impacts are not large, given that existing barriers have been gradually removed in accordance with the Europe Agreements. Further, we take into account the so-called "value of the current preferences", representing a scenario where there is a potential return to the MFN tariff schedule.

Total Factor Productivity Growth when Factors of Production Generate Environmental Externalities AgEcon

Total factor productivity growth (TFPG) has been traditionally associated with technological change. We show that when a factor of production, such as energy, generates an environmental externality in the form of CO2 emissions which is not internalized because of lack of environmental policy, then TFPG estimates could be biased. This is because the contribution of environment as a factor of production is not accounted for in the growth accounting framework. Empirical estimates confirm this hypothesis and suggest that part of what is regarded as technology’s contribution to growth could be attributed to the use of environment in output production.

The Role of Information Provision as a Policy Instrument to Supplement Environmental Taxes: Empowering Consumers to Choose Optimally AgEcon

The present paper examines, within a dynamic framework, the use of information provision as a policy instrument to supplement environmental taxation. We assume that at least a fraction of consumers do not posses the required information to make the optimal choices, and that their behavior at each time period depends on the accumulated stock of information. We show that, as the accumulated stock of information provision increases, both the optimal level of information provided at each period of time and the optimal tax rate decline over time. On the Optimal Taxation of Common-Pool Resources AgEcon

Recent research developments in common-pool resource models emphasize the importance of links with ecological systems and the presence of non-linearities, thresholds and multiple steady states. In a recent paper Kossioris et al. (2008) develop a methodology for deriving feedback Nash equilibria for non-linear differential games and apply this methodology to a common-pool resource model of a lake where pollution corresponds to benefits and at the same time affects the ecosystem services. This paper studies the structure of optimal state- dependent taxes that steer the combined economic-ecological system towards the trajectory of optimal management, and provides an algorithm for calculating such taxes.

Energy Balance Climate Models, Damage Reservoirs and the Time Profile of Climate Change Policy AgEcon

A simplified energy balance climate model is considered with the global mean temperature as the state variable, and an endogenous ice line. The movements of the ice line towards the Poles are associated with damage reservoirs where initial damages are high and then eventually vanish as the ice caps vanish and the damage reservoir is exhausted. We couple this climate model with a simple economic growth model and we show that the endogenous ice line induces a nonlinearity. This nonlinearity when combined with two sources of damages - the conventional damages due to temperature increase and the reservoir damages - generates multiple steady states and Skiba points. Empirical observations suggest that linear dynamics are not an adequate representa- tion of ecological systems and that a realistic representation would require adoption of complex nonlinear dynamical systems with characteristics encountered in complex adaptive systems (CAS). Adequate modelling should include and combine, among others, strategic interactions among economic agents, nonconvexities induced by non-linear feedbacks, separate spatial and temporal scales and modeling of spatiotempo- ral dynamics, and allowance of alternative time scales. General Pattern Formation in Recursive Dynamical Systems Models in Economics AgEcon

This paper presents a fairly general treatment of recursive infinite horizon forward looking optimizing systems on infinite dimensional spatial domains. It includes optimal control, an analysis of local stability of spatially flat optimal steady states and development of techniques to compute spatially heterogeneous optimal steady states. The paper also develops a concept of rational expectations equilibrium, a local stability analysis for spatially homogeneous rational expectations steady states, and computational techniques for spatially heterogeneous rational expectations steady states.
