RISK ASSESSMENT IN EU ORGANIC CERTIFICATION SYSTEM: A SYSTEMATIC LITERATURE REVIEW Organic Eprints

This paper gives an overview of the recent studies on risk-based inspection in EU organic certification systems with the aim to evaluate the most relevant risk factors or farm types that are more likely associated with non-compliances. We have conducted a systematic revision of the literature regarding risk based certification in EU organic farming. Our analysis provide a new systematic approach yielding a structured qualitative summary of the results of the publications.

Non-compliance in organic farming: A cross-country comparison of Italy and Germany Organic Eprints

This paper describes the Italian and German organic certification systems, including the institutions involved and the definitions of non-compliance and sanctions. Although they are both implementations of the same EU regulatory framework, these systems differ in many respects. Case study data from control bodies on non-compliance and sanctions are presented and analysed using binary choice models. This analysis shows that the occurrence of slight non-compliance and greater farm acreage are significant risk factors that explain severe non-compliance in both countries. In questo lavoro si presentano i risultati relativi ad una analisi dei prezzi di due prodotti biologici (pasta e olio extra vergine di oliva) rilevati in alcune città campione nel Nord, Centro e Sud Italia. Il lavoro fa parte di una più ampia rilevazione dei prezzi dei prodotti biologici effettuata in Europa. Taking into consideration individuals’ cognitive reasoning, and assuming that consumption of organic food has involved a change of mind about food experiences and food habits, we have identified the concepts, stories and theories mentioned by respondents in their discourses about organic food. Regular consumers trust organic products because they believe that they are healthier and tastier than any other product. A growing stock of information supports their food choice and confidence in organic food. A consumer as well as a processor survey has been carried out in order to identify awareness, expectations and demands on the quality of organic processed vegetable baby food. In this paper we present the preliminary results for German and Italian consumers when purchasing vegetable baby purees. In contrast to vegetable baby puree in general, organic vegetable baby puree is considered additionally under aspects of its processing, safety, health benefits and sustainability. Stakeholder assessment of agricultural policies regarding organic farming: synthesis results from 11 European countries Organic Eprints

Assessing the risk of non-compliance in UK organic agriculture: An econometric analysis Organic Eprints

The purpose is to provide an analysis of the risk factors influencing non-compliance in UK organic farming. The paper uses a formal econometric model of risk analysis to provide empirical evidence on the determinants of non-compliance in organic farming. A panel of data from the archives of the largest control body in the UK for 2007-2009 is used, and specific analyses are performed for two types of non-compliances. A zero inflated count data model is used for the estimation, taking into account the fact that the occurrences of non-compliance are very sparse. Analysis of non-compliances in the organic certification system in Turkey Organic Eprints

Organic farming in Turkey is experiencing a strong growth in recent years, with a particular attention to export towards Europe. International and domestic trade opportunities require an efficient control system for organic products. In this paper we analyse the data from inspections of two European control bodies in Turkish farms to analyse risk patterns of non-compliance with the organic regulation. A proportion test is performed to identify the types of crops that are more likely related to non-compliant operators.

Within the EU funded project ORGAP a toolbox was developed for the evaluation of the European as well as national action plans fror Organics food and farming. Recommendations and a resource manual for policy makers and stakeholders were published, based on the analysis of national Organic Action Plans as well as stakeholder and expert consultation. The analysis showed that several EU member states have emphasised the need to balance supply-push policies with more market-focused demand-pull policies. Cheese liking and consumer willingness to pay as affected by information about organic production Organic Eprints

The present study aimed to assess the effect of information about organic production on Pecorino cheese liking and consumer willingness to pay. Mean scores of perceived liking were similar for organic cheese (OC) and conventional cheese (CC). Expected liking scores were higher for OC than for CC (P<0.001). For OC the expected liking was significantly higher (P<0.001) than the perceived liking expressed in blind conditions (negative disconfirmation), whereas for CC the expected liking was significantly lower (P<0.001) than the perceived liking expressed in blind conditions (positive disconfirmation). Over the last decade the organic market in the EU has grown faster than the organic agricultural area, which raises the question to what extent organic supply chains function effectively. Therefore, this study investigated the creation and distribution of added value in a number of organic supply chains in different EU countries. The results of the case studies suggest that higher added value is created in organic compared to conventional supply chains. However, no evidence was found that the relative share of organic farmers in the total added value differs substantially from that of conventional farmers.
