In many regions of the world, property rights to natural resources are held under various forms of communal ownership, which often exhibit flexibility for users to access different resources depending on relative need. Here, we analyze the impact of climatic variability on resource use, and examine the transactions cost of access in these flexible systems.

This paper presents a conceptual framework on how institutions of property rights and collective action can contribute to poverty reduction, including through external interventions and action by poor people themselves. The first part of the paper examines the initial conditions of poverty, highlighting the role of assets, risks and vulnerability, legal structures and power relations. The latter part investigates the decision-making dynamics of actors—both poor and non-poor—and how they can use the tangible and intangible resources they have to shape their livelihoods and the institutions that govern their lives. With renewed recognition of the importance of collective action in many aspects of agriculture, natural resource management, and rural development programs in developing countries, there is a need for research on the factors that affect its emergence, as well as its performance. Yet because of its dynamic nature, collective action is difficult to measure and study. This article discusses ways of conceptualizing collective action to provide researchers from various disciplines with a basic framework for understanding and studying collective action. The System-wide Program for Collective Action and Property Rights (CAPRi) sponsored an International Conference on Policy and Institutional Options for the Management of Rangelands in Dry Areas, May 7-11, 2001 in Hammamet, Tunisia. The conference focused on institutional aspects of rangeland management and brought together policy makers and researchers from North Africa, Sub-Saharan Africa and West Asia to discuss sustainable rangeland production strategies and livelihood of pastoral communities in dry areas.
