In this paper we report on preliminary results of a research aimed to examine the content of farm animal biodiversity conservation actions currently under implementation in the European Union in the framework of EU Agenda 2000. In particular, we surveyed sixty-three Rural Development Plans (RDPs) set up in twelve countries in application of EEC regulations 1257/99 and 1750/99. Our analysis focused on endangered breeds of six major livestock species included in the RDPs. The Agenda 2000 and the Mid-Term Review introduced a complex combination of policy changes for beef and dairy. It is not clear to what extent the package will influence production decisions. This study proposes a simple method for incorporating the effect of direct payments into the analysis of cow herd response. Effective support prices are derived by adjusting the Agenda 2000 reductions in dairy and beef support prices to reflect the compensation given to farmers in terms of direct payments and premiums.
