The arable crop sector (COP) occupies a prominent position within the European Union’s agricultural sector. Within Spain, the COP sector accounts for almost a third of total Agricultural Guidance and Guarantee Fund expenses, and a half of the utilised agricultural area. The COP sector is not only relevant because of its physical and economic magnitude, but also because of the political attention it receives. The Common Agricultural Policy reforms that occurred during the 1990s paid special attention to this sector. RESUMEN: La reforma de la Política Agrícola Común (PAC) de la Agenda 2000, justifica la intervención pública como medio de consecución de dos objetivos fundamentales: potenciar la competitividad de la agricultura europea y defender su carácter multifuncional. Este artículo trata de analizar el grado de consecución del primero de estos objetivos, en su doble vertiente de adopción de nuevas tecnologías productivas y de reforma estructural. In this paper we report on preliminary results of a research aimed to examine the content of farm animal biodiversity conservation actions currently under implementation in the European Union in the framework of EU Agenda 2000. In particular, we surveyed sixty-three Rural Development Plans (RDPs) set up in twelve countries in application of EEC regulations 1257/99 and 1750/99. Our analysis focused on endangered breeds of six major livestock species included in the RDPs. The aim of this contribution is to examine how the French and the German positions on agricultural policy have developed since the foundation of the EEC and what the driving forces were behind. The “general consensus” underlying the EEC treaty, and according to which the common market would be “conquered” by France in the case of the classical agricultural products, could not be translated into practice; for what emerged for these products was not a customs union but a “price support union”. As a consequence French intra-community agricultural exports had to be redirected to the world market. The Agenda 2000 and the Mid-Term Review introduced a complex combination of policy changes for beef and dairy. It is not clear to what extent the package will influence production decisions. This study proposes a simple method for incorporating the effect of direct payments into the analysis of cow herd response. Effective support prices are derived by adjusting the Agenda 2000 reductions in dairy and beef support prices to reflect the compensation given to farmers in terms of direct payments and premiums.
