This paper evaluates the impact of a new model of agricultural policy outlined in legislative proposals issued by the European Commission in October 2011 and estimates its effects on agricultural aid in Spanish Autonomous Communities compared with 2009. We present a modeling framework that synthesizes social, economic, and ecological aspects of landscape change to evaluate how different agricultural policy and land tenure scenarios and land management preferences affect landscape pattern and downstream water quality. We linked a stylized agent-based model (ABM) of farmers’ conservation practice adoption decisions with a water quality model, the Soil and Water Assessment Tool (SWAT), to simulate the water quality effects of changing land tenure dynamics and different policies for crop revenue insurance in lieu of commodity payments over 41 years (1970–2010) for a predominantly agricultural watershed of Lake Erie. We argue that the often-proclaimed disregard of ex-ante assessments of the provision of ecosystem goods and services in policy-making processes is not only due to a neglect or a misinterpretation of the results of such assessments in the relevant political processes, but also due to an inaccurate inclusion of political variables into those assessments. To address this weakness, we combine a model-based scenario analysis with a policy network analysis. What makes agriculture especially deserving of an active government safety net? What is different about agricultural production? Are we concerned about a safe and reliable food supply or about farmers' incomes and returns to assets? Those who make farm policy base their arguments on all of these points: the diffuse nature of agricultural production, the inherent production risk in agriculture, the need for a safe and reliable food supply, shortcomings in farm income, and low returns to assets in agriculture. This study evaluates the attitudes of U.S. (Kansas) farmers regarding "free-trade" and "free-market" policy environments. In contrast to earlier studies, non-specific policy attitudes are evaluated. A direct measure of farm program benefits is also included. Attitudes vary significantly with farm and operator characteristics. Support for free trade was shown to decrease with education and experience, to increase for farms with relatively more rented land, and to increase as total farm wealth increased. Support for free-trade was also higher for crop farms. Farms receiving more government payments are less likely to favor a free-trade policy environment. |

This paper studies what causes (small-scale) farmers to leave their farms and typically move to urban areas. A data set is constructed by linking survey results with financial data, and the data set is analyzed by multivariate statistical techniques. Our results indicate that, while existence and size of future farm production is important, there is also a difference between farmers who primarily have financial objectives for their farming, and those who have more lifestyle oriented objectives. The latter group is, everything else being equal, more likely to stay on the farm. The present study focuses on certain critical aspects of the agricultural modernization, in the course of implementation of the investment aid scheme in Greece. Although the investments made under the scheme, contributed to the significant reorganization of the farms as well as to employment creation, serious deficiencies were detected in the way the scheme has been designed and implemented: lack of programming logic serving specific targets and of suitable mechanisms for information and back-up of farmers on technico-organizational matters, as well as non-incorporation of the principles of programming, monitoring and assessment.
