This deliverable includes several documents that reflect the operational implementation of the tool FlowCAM / ZooPhytoImage in the framework of REPHY. Among these documents, three reports make an assessment of the entire year 2015, which is not the case with other documents (Master 2 report issued in spring 2015, and minutes of meetings over the year). This summary will be limited to the findings of the three reports providing an updated view of the implementation of the tool. Work completed in 2015 for the operational implementation. The many scans performed in 2015 with the three FlowCAM present at Ifremer (Boulogne‐sur‐Mer, Arcachon and Nantes) allowed, one hand to feed the training sets of the tool FlowCAMZoo/PhytoImage, the other test its routine use.... |

Emergence of crisis in financial markets, especially banks, have forced a change in approach to risk management. It has become necessary to develop new or refine existing models of early bankruptcy threat warning, as well as establishing the potential impact of bank failures. One of the tools, indicating that resistance to the phenomenon of crisis is “stress testing”. Its aim, at least in the case of banks, is concerned with estimating the level of economic resistance towards the occurring risk. Some of these risks are: the non-payment of loans due to deterioration in the economic situation of a country, fluctuations in interest rates, exchange rates and a fall in prices of securities which are traded on stock exchanges. This article discusses the nature... |

A mixed-integer non-linear programming model that minimises the total regulatory costs of controlling nitrogen oxide is used to investigate how a newly proposed permit trading scheme in Taiwan, which incorporates the features of banking and a nonone- to-one trading ratio, may affect firms’ emission reduction strategies and permit trading decisions. Compared to the previous regulation where only an air pollution fee is used, the new regulation that requires a reduction in emissions by 10 per cent from the emission level in the year 2000 for a 5 year period will increase the costs by 77 per cent, which is equivalent to US # 9.87 million. The design of banking and the increasing returns to scale characteristic of pollution control among firms might lead to an... |

Most analyses of the Kyoto flexibility mechanisms focus on the cost effectiveness of “where” flexibility (e.g. by showing that mitigation costs are lower in a global permit market than in regional markets or in permit markets confined to Annex 1 countries). Less attention has been devoted to “when” flexibility, i.e. to the benefits of allowing emission permit traders to bank their permits for future use. In the model presented in this paper, banking of carbon allowances in a global permit market is fully endogenised, i.e. agents may decide to bank permits by taking into account their present and future needs and the present and future decisions of all the other agents. It is therefore possible to identify under what conditions traders find it optimal to... |

One of the key elements of effective financial banking management is the ability to quickly identify and determine the degree of risk a bank faces as a result of hazardous actions it undertakes. The rules of the market research existing in the Polish banking system for more than two years are based on regulations adopted by the European Parliament. The present article discusses the risks and their significance in the total capital requirement when calculating the solvency ratio. The analysis of the period from June 2007 to June 2009 shows that credit risk and operational risk exert the greatest impact on the value of the bank solvency ratio. |

The Oklahoma Agricultural Bank Simulation Game (Ag Bank Sim) is a software based, experiential learning tool through which participants historically have learned key financial, economic, and banking lessons. The game offers a “real world” experience in which management decisions affect institutions interacting in a geographic market, enhancing understanding of the complex, competitive environment within which commercial banks operate. A new Internet version of the game has been developed, allowing participants to play Ag Bank Sim in a virtual environment. This poster highlights features of the game and reports results of pre and post tests of undergraduate students playing the game at Louisiana State University and Oklahoma State University in the spring... |

The political economy of environmental policy favors the use of quantity-based instruments over price-based instruments (e.g., tradable permits over green taxes), at least in the United States. With cost uncertainty, however, there are clear efficiency advantages to prices in many cases, especially for stock pollutants such as greenhouse gases. The question arises, therefore, of whether one can design flexible quantity policies that mimic the behavior of price policies, namely stable permit prices and abatement costs. We explore a number of "quantity-plus" policies that replicate the behavior of a price policy through rules that adjust the effective permit cap for unexpectedly low or high costs. They do so without necessitating any monetary exchanges... |
