Felipe-Silva,A.S; Vale Filho,V.R; Ferreira,M.B.D; Correa,G.S.S; Silva,M.A; Veras,M.M; Andrade,V.J.

Community-acquired pneumonia by Chlamydophila pneumoniae: a clinical and incidence study in Brazil BJID
Chedid,Maria Bernadete; Chedid,Márcio Fernandes; Ilha,Darcy Oliveira; Bozzetti,Mary Clarisse; Chaves,Letícia; Griza,Daniela; Dalcin,Paulo Roth.
As there was not any data on Chlamydia pneumoniae (TWAR) infections in Brazil so far, a prospective cohort study of adult patients hospitalized due to CAP was carried out for one year in a Brazilian university general hospital to detect the incidence of CAP by Chlamydophila pneumoniae (TWAR) for one year. During a whole year 645 consecutive patients hospitalized due to an initial presumptive diagnosis of respiratory diseases by ICD-10 (J00-J99), excluding upper respiratory diseases, were screened; 59 consecutive patients with CAP were diagnosed. They had determinations of serum antibodies to C. pneumoniae by microimmunofluorescence at the Infectious Diseases Laboratory of University of Louisville (KY, USA); 37 patients (63.8%) had seroreactivity to TWAR...

The impact of changing agricultural policies on jointly used rough pastures in the Bavarian Pre-Alps - an economic and ecological scenario approach AgEcon
Roeder, Norbert; Lederbogen, Dirk; Trautner, Juergen; Bergamini, Ariel; Stofer, Silvia; Scheidegger, Christoph.
The following paper assesses the impact of different policy options on the land use and associated biodiversity values of jointly organized low intensity grazing systems (‘Allmende’) in Southern Bavaria. We use an integrated economic and ecological modelling approach to compare the results of the scenarios with a reference situation that reflects the Common Agricultural Policy prior to the Fischler Reform. The economic sub model is based on single farms which alter their land use in response to economic stimuli. Within the economic part, key factors like the farm’s endowment with machinery, quota and buildings but also the farmer’s attitude are regarded. Within the rule based ecological sub model we analyze three main parameters: (a) protected habitats...

Analisis de escenarios de políticas para la gestion publica en la agricultura de regadio AgEcon
Riesgo, Laura; Gomez-Limon, Jose Antonio.

The effects of decoupling on Italian COP sector: an ex-post evaluation AgEcon
De Vivo, Carmela; Henke, Roberto; Pupo D'Andrea, Maria Rosaria; Vanni, Francesco.
One of the main objectives of the 2003 CAP reform was that to enhance farm competitiveness and make farmers able to catch market signals and adjust their production level and specialization accordingly. The aim of the paper is to evaluate the effects of decoupling in Italy COP sector comparing the estimated results of some structural and economic indicators of a sample of farms before and after the 2003 reform using data from the Italian Institute of Statistics and of the Italian Farm Accountancy Data Network (FADN). The analysis shows an improvement of income in farms that kept COP production specialization through the years under study. At the same time, farms that opted for a different specialisation in the post reform period improved their economic...

Factors Affecting the Impact of CAP Scenarios on Farm Structure: An Analysis Based on Stated Intentions AgEcon
Bartolini, Fabio; Viaggi, Davide.
Several authors have emphasised the effect of agricultural policy (such as SFP) as a driver of structural change. This paper aims to identify the determinants of the change in the use of productive factors under different policy scenarios. The analysis is performed ex ante, assessing the effect of CAP abolishment (as compared to the current CAP) on the use of productive factors, based on stated intentions by farmers. The results highlight the role of farm size, intensity and education in determining different patterns of reaction to policy changes. Also differences are identified among the three main component of structural change, land, capital and labour, with the latter being the less dependent upon the CAP.

THE IMPACTS OF DIRECT PAYMENTS ON ROMANIAN FARM INCOME: WHO BENEFITS FROM THE CAP? AgEcon
Cionga, Cristina; Luca, Lucian; Hubbard, Carmen.
Using the most recent available data, this paper assesses who is likely to benefit, in the short-term, from the implementation of the CAP in Romania. Particularly, it focuses on the distributional impacts of the new form of agricultural subsidies under the CAP, i.e. SAPS and CNDP, identifying the main gainers and losers. Preliminary results reveal a highly uneven distribution of subsidies across farms, with the very large-scale ones, particularly those specialised in so-called “energy” crops, benefiting most from the flat rate direct aid. As a result, the existing gap between Romanian low-income and high-income farms will become larger, with those most vulnerable hardly benefiting from the introduction of (national and EU) direct payments.

Ten Years After - Welfare Effects of the Application of the CAP in Austria, Finland and Sweden AgEcon
Niemi, Jyrki S.; Fahlbeck, Erik; Hofreither, Markus F..
Ten years ago, Austria, Finland, and Sweden joined the EU. The application of the Common Agricultural Policy (CAP) caused major repercussions on the agricultural sectors of the entering countries. This article analyses the welfare effects of accession to the EU on the agricultural markets in Austria, Finland and Sweden in a simple supply and demand framework, which is kept strictly identical across all three countries. The quantitative results of the study are derived by using standard partial equilibrium comparative static analysis in the Marshallian economic surplus framework. Using this method, the welfare effects are calculated for eight major cereal and livestock commodities produced in Austria, Finland, and Sweden by comparing the evolution of the...

A vision of the future of the Common Agricultural Policy AgEcon
Elkes, Andrea; Halmai, Peter; Papp, Gergely; Udovecz, Gabor; Vasary, Viktoria.
The reforms proposed by the authors intend to ensure the economic, social and environmental sustainability of rural regions and place agricultural policy on a fundamentally different basis. The scope of community and state intervention will change. Payments linked to production will be cancelled and the provision of public goods will be rewarded instead. At the same time, measures aimed at enhancing the viability of the rural economy and society will become more significant. The depth of the changes calls for a new name expressing better the new approach, so instead of CAP the use of a more justified name is suggested: Common Agricultural and Rural Policy (CARP). This paper outlines the vision and the major proposals we suggest to meet the above mentioned...

The Political Geography of EU Agricultural Policy Adjustment AgEcon
Winter, Michael.
This paper provides an historical context to policy reform and agricultural adjustment within the EU, primarily through examining the development of policy concerns and issues in the UK. It suggests that, notwithstanding the emergence of a common policy for European agriculture there is still considerable scope for national, regional and local difference, based on the different cultural, political and geographical circumstances of member states. The paper examines how the underlying rationale for a common policy, built around the notion of family faming, is being supplanted by a new public justification for intervention based on rural development and agri-environmental distinctiveness.

Cross Compliance of CAP First Pillar Measures: A Transaction Costs Assessment AgEcon
Ridier, Aude; Kephaliacos, Charilaos; Carpy-Goulard, Francoise.
The 2003 review of the Common Agricultural Policy (CAP) has introduced several new policy tools, among which cross-compliance. The introduction of this new policy entails production costs, along with other types of costs arising at the farm level: administrative, information, organisational costs, called transaction costs. The purpose of this paper is to determine the nature of transaction costs and to assess them. The literature on transaction costs in agriculture has, until now, mainly been devoted to the voluntary measures implemented within the framework of the European agri-environmental policy. The first part of the paper intends to use this literature to apply the private transaction costs analysis to the issue of cross compliance. The second part...

Differentiation as a Precondition for Efficient EU Enlargement the Case of Slovenia AgEcon
Erjavec, Emil; Kavcic, Stane.
This paper's aim is an assessment of economic effects of Slovenia's accession to the EU in the field of agriculture and a discussion about some key dilemmas about the introduction of CAP in the new member states. For the purpose of assessing economic effects, a new sectoral model of Slovenian agriculture APAS-PAM has been compiled which allows assessment of market and income effects for ten key agricultural products with regard to various accession scenarios. The accession under the scenario of equal treatment of new member states would bring significant improvements in the aggregate income levels. On the other hand, discrimination of the candidate countries in the field of direct payments ("phasing in" process) would result in a fall of aggregate income...

Animal Welfare in the CAP and Large-Scale Distribution. Public Social Policy and Consumer Trust AgEcon
Arfini, Filippo; Cernicchiaro, Sabrina; Mancini, Maria Cecilia.
This paper studies the role of animal welfare (AW) institutionally and for large scale retail and its value in consolidating trust between institutions-taxpayers and large scale retail-consumers. The first section analyses AW in the new CAP and current strategies of retail with regard to expectations of taxpayers and consumers respectively. The second section analyses interviews on AW carried out in large scale and traditional retailing on the Italian market, and puts forward short and medium term forecasts of the importance that AW could have in distribution strategies in trust building with consumers and in relationships with institutional and other interlocutors of the retail trade.

Productivity and Subsidies in European Union Countries: An Analysis for Dairy Farms Using Input Distance Frontiers AgEcon
Latruffe, Laure; Bravo-Ureta, Boris E.; Moreira, Victor H.; Desjeux, Yann; Dupraz, Pierre.
The major objective of this paper is to examine the association between agricultural subsidies and farm efficiency using data from the European Farm Accountancy Data Network (FADN) for operations specializing on dairy. The analysis covers the 18 year period going from 1990 to 2007 and includes the following seven countries: Denmark; France; Germany; Ireland; Spain; the Netherlands; and the United Kingdom. Separate translog stochastic input distance frontiers are estimated for each country. The key results show high average technical efficiency (TE) ranging from 91.8% to 94.9%, average rates of technological change going from -0.6% to 1.4%, and increasing returns to scale (1.24 to 1.44) across all seven countries. In addition, higher subsidy and hired labor...

Impacts of the flat rates and digressive schemes on the distribution of Direct Payments in the EU AgEcon
Kleinhanss, Werner.
The Mid-Term Review and the Health Check reforms of the EU’s Common Agricultural Policy (CAP) include numerous options for national implementation of the Single Payment Scheme. After the far-reaching decoupling of Direct Payments, a further reform of the Common Agricultural Policy is necessary with respect to the financial guidelines to be established for the period after 2013. Referring to Germany, the principles of the hybrid and regional models and their effects on the distribution of Direct Payments are shown. With regard to future CAP, the impacts of alternative payment options are analysed based on farm individual FADN data of EU-27. Options of digressive premium schemes, including capping with regard to labour input and regionalised or EU-wide flat...

THE ABROGATION OF SET ASIDE AND THE INCREASE OF CEREAL PRICES: CAN THEY REVERT THE DECLINE OF CEREAL PRODUCTION GENERATED BY DECOUPLING? AgEcon
Severini, Simone; Valle, Stefano.
The decoupling of direct payments, caused by the introduction of the Single Payment Scheme (SPS), has generated an incentive for farmers to decrease the production of cereals, oilseeds and protein crops (COP) and (because of the reform of sugar CMO) sugar beet. In some cases, this has also provided a strong enough incentive for farmers to let some of the available land uncultivated in the years immediately following the introduction of the SPS. However, in the last few years, cereal prices have sharply increased under the pressure of a growing world demand. Under this situation, the EU Commission has abrogated the set aside requirement allowing the cultivation on idle land. In this way the Commission intends to allow EU farmers to take advantage of the new...

ANALYSIS OF THE EFFECTS IN ITALY OF ALTERNATIVE HYPOTHESES OF REGIONALIZATION OF THE SINGLE PAYMENT SCHEME AgEcon
Pupo D'Andrea, Maria Rosaria.
The Fischler reform of the CAP deepened the decoupling process of agricultural support started with the 1992 reform, introducing the Single Payment Scheme (SPS). Two models could be used to apply the SPS: in the historic model payments are based on individual reference amounts; in the regional model payments are based on regional reference amounts. Italy chose to apply the historic model, thus “freezing” the distribution of support to farms at the historic reference level. The recent Proposal on the Health Check of the CAP envisaged Member States being allowed to adjust their model towards a flatter rate of the SPS from 2010, a move that could become compulsory for Member States after 2013. The paper analyses the effects at territorial and farm level of...
