We elaborate the necessary conceptual and strategic elements for developing an effective adaptive monitoring network to support Integrated Coastal Management (ICM) in a multiuser nature reserve in the Dutch Wadden Sea Region. We discuss quality criteria and enabling actions essential to accomplish and sustain monitoring excellence to support ICM. The Wadden Sea Long-Term Ecosystem Research project (WaLTER) was initiated to develop an adaptive monitoring network and online data portal to better understand and support ICM in the Dutch Wadden Sea Region. Our comprehensive approach integrates ecological and socioeconomic data and links research-driven and policy-driven monitoring for system analysis using indicators of pressures, state, benefits, and... |

We provide a synthesis of what regional scientific research networks in less developed regions of the world can do and why they might be relevant for societal decisions and practice. We do so through a focus on three regional science network initiatives that aim to enhance understanding of the multiscalar dynamics of global environmental change (GEC) regionally and globally, namely the Southern Africa Regional Science Initiative (SAFARI 2000), the Large-Scale Biosphere-Atmosphere Experiment in Amazonia (LBA), and the Inter-American Institute for Global Change (IAI). With a view to aiding future efforts at regional research network formation, we assess whether and how these three networks enhanced regional science, and the extent to which they sought and... |

Biotechnology education in developing nations remains one of the rate limiting factors in achieving optimal human resource capacity to drive and tap the bio-resources of these nations. Many developing countries are situated within rich bio-diversity enclaves. Biotechnology offers the promise of tapping these bio resources towards due process of developing these nations. While there may be a steady stream of biology and biotechnology based graduates, from Malaysian as well as foreign universities contributing to the human resource base for these countries, the numbers and knowledge diversity produced, still lack the capacity to optimally power research and development as well as supply the industrial biotechnology sectors of these countries. Realizing the... |

A successful integrated ocean acidification (OA) observing network must include (1) scientists and technicians from a range of disciplines from physics to chemistry to biology to technology development; (2) government, private, and intergovernmental support; (3) regional cohorts working together on regionally specific issues; (4) publicly accessible data from the open ocean to coastal to estuarine systems; (5) close integration with other networks focusing on related measurements or issues including the social and economic consequences of OA; and (6) observation-based informational products useful for decision making such as management of fisheries and aquaculture. The Global Ocean Acidification Observing Network (GOA-ON), a key player in this vision,... |

The AMMA (African Monsoon Multidiscplinary Analysis) field programme aimed at documenting the West African Monsoon (WAM) climate system, in all its geophysical components. It also includes an important socio-economic component. Encompassing a wide range of spatial and time scales, AMMA is one of the most ambitious such programmes ever set up. While the key accomplishments of AMMA are summarised in this paper, a few lessons of broad interest are also drawn both as a tribute to the extraordinary efforts made by a community of several hundreds of people and as possible guidelines for ensuring a long lasting future to integrated climate and environmental studies in West Africa. |

Abstract In general, clinical research network capacity building refers to programs aimed at enhancing networks of researchers to conduct clinical research. Although in the literature there is a large body of research on how to develop and build capacity in clinical research networks, the conceptualizations and implementations remain controversial and challenging. Moreover, the experiences learnt from the past accomplishments and failures can assist in the future capacity building efforts to be more practical, effective and efficient. In this paper, we aim to provide an overview of capacity building in clinical research network by (1) identifying the key barriers to clinical research network capacity building, (2) providing insights into how to overcome... |

The IODE Steering Group for the IODE Ocean Teacher was established during IODE-XVI to support the IODE Resource Kit Project. The IODE OceanTeacher is a follow-up to the Resource Kit and Ocean-PC and a complement to IODE data and information management capacity building activities. During its Second Session the Steering Group reviewed the current status of OceanTeacher and Ocean Teacher Academy, noting that substantial developments have occurred since the last meeting and making OceanTeacher an important tool for capacity building. A SWOT analysis of the current situation was performed. The possibility of further exploring online tools was discussed with a distance-learning expert. The list of currently available training courses was examined, and how to... |

This is the third and final in a series of three training workshops within the framework of the Ocean Data and Information Network for Eastern Africa (ODINEA), an oceanographic data management capacity building project implemented in the IOCINCWIO region, jointly sponsored by the Government of Flanders and IOC. In this final workshop, the participating countries (Kenya, Madagascar, Mauritius, Mozambique, Seychelles, South Africa and Tanzania) reviewed the successes and failures of the 3-year project and formulated concrete recommendations that can be taken into consideration within the ODINAFRICA-II project. |

It is notoriously difficult to assess the economic value of research aimed at improving research capacity, particularly in enhancing human capital. In this paper, a framework is developed and an analysis is undertaken of the value of training for scientists in wheat rust resistance in India. The value of the training is assessed through marginal analysis of the improvement in the level of disease resistence flowing from the increased capacity. On that basis, the value of programs to build human capacity through training or further education can be estimated. While such estimates need to be highly qualified, they provide a basis for quantifying the value of R&D capacity building. |

A tanulmányban kérdőíves felmérésünk eredményeire támaszkodva bemutatjuk a 2007-ben megalakult LEADER HACS-ok fontosabb működési jellemzőit. Országos felmérésünkből kiderül, hogy nincsen hagyománya, gyakorlata a fejlesztésekben való együttműködésnek, holott a helyi program végrehajtása nagymértékben múlik a helyi társadalom felkészültségén, az emberek és szervezetek együttműködésén. A HACS-ok által lefedett térségek fejlődését több vonatkozásban a humán erőforrások, a vidéki emberek és közösségeik (az ún. szoft tényezők) hiányosságai gátolják, következésképpen sürgető a humán erőforrások fejlesztése is. A HACS-ok feladatuknak a támogatási források odaítélését tartják, ami fontos, de korántsem elégséges ahhoz, hogy a tőlük elvárt, a helyi vidékfejlesztési... |
