Past, Present, and Future of Wetlands Credit Sales AgEcon

In this paper we review the evolution of the wetlands credit sales program developed to support the federal wetlands permit program. Then, we explain how the regulatory rules governing the overall permit program, as well as specific rules governing credit sales, have prevented the development of robust markets in credit buying and selling. Based on this review, we identify an alternative institutional structure that would apply marketlike principles to expand the quantity of and lower the prices of credits while ensuring that wetlands credit sales help move the nation toward its goal: no net loss of wetlands acres and functions.

Reinventing Regulation of Agriculture: Alternative Performance Standards for Concentrated Animal Feeding Operations AgEcon

Concentrated Animal Feeding Operations (CAFOs) are point sources of pollution and require Clean Water Act permits. The 2003 regulations allow Large CAFOs to propose alternative performance standards (APS) that offer equivalent or better environmental performance than the baseline technology. Principal obstacles to APS success include the complexities of demonstrating superior performance, cost uncertainties for obtaining approval, CAFO risks of participation, intra-organizational barriers of permitting agencies, and potential lawsuits brought by environmental groups. Despite obstacles, APS offers potential for technology innovations and reduced environmental compliance costs.

RECREATION DEMAND USING PHYSICAL MEASURES OF WATER QUALITY AgEcon

This paper incorporates a rich set of physical water quality attributes, as well as site and household characteristics, into a model of recreational lake usage in Iowa. Our analysis shows individuals are responsive to physical water quality measures. Willingness-to-pay estimates are reported based on improvements in these measures.

Effects of Clean Water Act Regulations on Firm-Level Decisions in Agriculture AgEcon

U.S. environmental regulations often vary by the size of the operation, with larger operations facing more regulatory stringency. When the size distribution of firms is heavily skewed, regulation size thresholds can reduce transaction costs for regulatory agencies while bringing most production within a regulatory framework. However, size-based regulation may have unintended consequences if operations downsize, slow their growth, or enter at a smaller size in order to avoid regulation. These unintended consequences from regulation may include less pollution abatement and diminished economic efficiency.
