Linking Large Numbers of Individual National Models: The Case of the AGMEMOD Partnership AgEcon

The AGMEMOD Partnership seeks to capture the inherent heterogeneity of the agricultural systems existing by combining individual country models of 27 EU Member States and several accession countries into one single model while still maintaining analytical consistency. Although this approach facilitates the comparison of the impact of a policy across different Member States, it generates challenges in practical implementation, ranging from high communication and administration requirements to aggregation and consistency issues. This contribution provides insights into the different challenges posed to the scientists and discusses the key issues for maintenance and further development of such a complex system. An analysis of farmers’ behaviour and rewarded provision of public goods AgEcon

Aiming to stimulate the role of agriculture as provider of public goods, the new CAP reform raises many theoretical and practical questions. The most relevant ones concern farmers’ response to the policy instruments. This paper uses a formal model to analyse the incentives and constraints generated by policy instruments and their potential impact on farmers’ participation decision. The analysis shows that, when choosing policy instruments to stimulate provision of public good, it is important to take into account different degrees and mechanisms of jointness between commodity and non-commodity (potentially public good) production, as they can enhance or erode the desired effect of the policy instruments. Can the CAP payments facilitate the growth of individual farms in the NMS post-EU accession? AgEcon

The impact of the introduction of the EU Single Area Payments (SAP) on farm strategy is investigated for a sample of Lithuanian farms, utilising farm accounting and survey data. The applications of two investment models demonstrate that the credit market in Lithuania was imperfect prior to accession and that some farms were financially constrained. The introduction of the SAP has a significant, positive influence on farmers’ intentions to expand their farm area compared to a baseline scenario of the continuation of pre-accession policy. The switch in policy has a more pronounced effect on farms that were previously credit constrained. Destabilising Farmers’' Revenues by Shifting to Direct Payments? The Case of EU’'s Common Agricultural Policy AgEcon

This paper quantifies the effects of EU’'s Common Agricultural Policy (CAP) on the instability of domestic farmers’ revenues during the period 1986 to 2004. Comparing explicitly the situations with and without policy shows that CAP transfers have lowered the variability of revenues for major commodities through time. The decomposition of agricultural support allows to reveal the impacts of single instruments on instability and indicates that arable area and beef headage payments, introduced in the 1990s, tend to stabilise domestic farmers’ revenues. With market price support, however, farmers’ revenues are more stable.

Intra-industry Trade in Agricultural Products on intra-EC level: The Impact of the Common Agricultural Policy (CAP) Funds AgEcon

This paper aims at specifying the main determinants of the intra-industry trade in agricultural products, associated with the funds of the Common Agricultural Policy (CAP) of the EC, and more precisely, with its “price support mechanism” and its “structural reform policy.” It presents CAP’s reformed main tools and mechanisms, and explains the choice of selected variables as determinants of intra-industry trade in agricultural products at intra-EC trade. The econometric analysis covers the period 1973-2005, following recent developments in time-series analysis employing the ARDL approach to cointegration. Facing the future: strategies and investment behaviour of polish farmers AgEcon

This paper analyses farm-household strategies and investment behaviour of Polish farmers with a particular focus on the perceived effects of CAP. The paper is based on a survey of Polish farmers carried out in 2006 on a sample of 63 farms. Farmers where selected in order to fit in the intersection of the following categories: different altitudes (plain/mountain); different specialisation (arable crops, livestock, fruit trees), different technology (conventional, organic). The survey includes information about farm and household structure, expectations, reaction to planned and intended investment, as well as about potential reforms such as decoupling of EU payments.
