Standards, a catalyst for the winners - a barrier for the losers? An empirical analysis of the impact of higher SPS measures on the trade performance of developing countries AgEcon

Within the debate about developing countries export competitiveness the increasing importance of food safety and quality standards especially in OECD countries appeals to be one of the major sources of concern. The paper analyses the trade performance of 73 developing countries within the context of stricter SPS measures. The analysis concentrates on the meat and fruit / vegetable sectors as especially high value product sectors are determined by standards. The periods under consideration are 1993- 1995, as a period before the implementation of the SPS Agreement and 2002- 2004, as a period after the implementation. In Mexico beef cattle production under double purpose systems is the main economic activity in rural areas. This activity has been developed for decades in the south of México State, without any technical assistance. The productive chain of beef production has a weak links between the different bonds (producers, slaughter houses, traders etc.), which in general have been working independently. Organization between the bonds of the chain will increase the competitiveness of the system. Results of the study indicate that beef production chain in the south of Mexico State is a competitive and profitable, due to its low investment cost, but mainly because of its great flexibility, even though optimum productivity is not achieved. The latest Scoreboard of the European Commission regarding the state aid shows that the Member States are using increasingly more opportunities offered by EU rules on state aid. This paper comes to clarify the benefits of accessing the minimis aid by traders, as capital contributions, guarantees, risk capital measures in the innovation process, to create a new product, introducing a new method of manufacturing, entering in a new market or creating a new market, calling for a new raw material.
