Valuation of the Aroeira (Myracrodruon urundeuva Allemão): perspectives on conservation 39
Monteiro,Julio Marcelino; Araújo,Elcida de Lima; Amorim,Elba Lúcia Cavalcanti; Albuquerque,Ulysses Paulino de.
Assigning an economic value to a given environmental asset has helped conservation proposals, and valuing these assets at levels comparable to market rates facilitates the establishment of environmental policies. Thus, this research aimed to assess the value of the species Myracrodruon urundeuva Allemão, using the method of contingent valuation to determine the maximum willingness to pay of frequent visitors to the Caruaru Fair, located in northeastern Brazil. Our results show that most interviewees agreed to participate in proposals to support species conservation, although the average willingness to pay (WTP) was relatively low compared to other surveys conducted in Brazil. However, a significant number of the interviewees had exceptionally low monthly...

A contingent valuation study of buriti ( Mauritia flexuosa L.f.) in the main region of production in Brazil: is environmental conservation a collective responsibility? 39
Vieira,Irlaine R.; Oliveira,Jefferson S.; Santos,Kelly P. P.; Silva,Geisiane O.; Vieira,Fábio J.; Barros,Roseli F. M..
ABSTRACT The immature leaves of the buriti palm (Mauritia flexuosa) are widely harvested in the municipality of Barreirinhas, Maranhão, for the production of handicrafts, which are sold to locals and tourists. The increasing demand for these artisanal goods is stimulating the emergence of an informal market for immature buriti leaves, leading to an intensification of their extraction and resulting in negative effects on local buriti palm populations and the ecosystem. Thus, the objective of the present study was to assess the environmental value of the buriti palm tree based on the maximum willingness to pay (WTP) for its conservation, using the contingent valuation method. Among the respondents, 99.74% reported that the palm species should be protected...

Labor as a welfare measure in contingent valuation: the value of a forest restoration project 118
Schiappacasse,Ignacio; Vásquez,Felipe; Nahuelhual,Laura; Echeverría,Cristian.
Monetary contributions might not be appropriate welfare measures in contingent valuation (CV) when household incomes are very low. In such cases, willingness to pay (WTP) is restricted by a household's ability to reduce its consumption of other goods to pay for the environmental good under valuation. Beneficiaries, however, may be willing to contribute their time to work on a project instead of paying money. In this context, we assess the benefits of ecosystem services restoration in a rural area of high conservation value in central Chile, using a CV study that includes two WTP questions, one for cash and another for labor payments. The results indicate that labor payments in the form of a number of working hours per week were highly accepted among...

Preferences and willingness to pay for organic pears among high-income people in the Metropolitan Region of Santiago, Chile 118
Cerda,Arcadio A; García,Leidy Y; Tolosa,Francisco J; García,Valeska A.
The aim of this study is to determine the preferences and willingness to pay for organic pears among high-income people in the Metropolitan area of Santiago de Chile. To do this, the methods of conjoint analysis and contingent valuation were used. The study population was the Santiago Metropolitan Region in Chile. For the conjoint analysis, four attributes of pears were studied (variety, price, body, and production). For contingent valuation, subjects received a description of the organic production process vs. the conventional process and were then asked about their willingness to pay more per kilogram for pears produced organically. Both methodologies revealed a positive willingness to pay for pears. The estimated utility of each attribute level...

Testing the embedding effect in the valuation of lagoon recovery 118
Donoso,Guillermo; Cancino,José; Villar,Susana.
The contingent valuation method was employed to assess the benefts of recovering the Laguna Grande de San Pedro de La Paz in Chile’s Bío-Bío region and to analyze the possible existence of an embedding effect. Our results indicate that there is not a perfect part-whole valuation effect and that there is an imperfect substitution relationship between the two analyzed projects. In addition, when assessing the joint construction project of a main sewer and a recreation park on the north hillside of the lagoon, we determined that households were willing to pay an average monthly amount of $6,114 for the associated beneft of the environmental improvement. This amount would contribute $ 358,977,396 per month to the project and a total value of $4,307,728,752....

Consumer preferences and willingness to pay for organic apples 118
Cerda,Arcadio A; García,Leidy Y; Ortega-Farías,Samuel; Ubilla,Álvaro M.
This study provides marketing data regarding consumer preferences and willingness to pay for organic agricultural products in Chile. The main objectives of this study were to assess consumer willingness to pay for organic apples and to determine the main attributes that consumers look for when purchasing apples. The methodology applied to reach the first objective was the contingent valuation method using a logistic probability function and a single-bound dichotomous choice format. Additionally, this study estimates the marginal willingness to pay (WTP) of consumers for organic apples by using conjoint analysis with ranking procedures. This study was performed in the city of Talca, Chile, where a total of 400 individuals from a probability sampling were...

CONTINGENT VALUATION IN FOOD POLICY ANALYSIS: A CASE STUDY OF A PESTICIDE-RESIDUE RISK REDUCTION 31
Buzby, Jean C.; Ready, Richard C.; Skees, Jerry R..
This study demonstrates how contingent valuation techniques can be used in a cost-benefit analysis of a food safety policy issue. The analysis focuses on banning a specific post harvest pesticide used in fresh grapefruit packinghouses. Benefits of the ban are measured using consumers' aggregated willingness to pay (WTP) for safer grapefruit. A national contingent valuation survey used the payment card method to obtain WTP data. Costs of the ban stem predominantly from increased post harvest losses and were estimated using a model of the market for Florida grapefruit. Results indicate that benefits of the ban outweigh costs.

Linking Policies for Biodiversity Conservation with Advances in Behavioral Economics 31
Tisdell, Clement A..
Global biodiversity loss and its consequences for human welfare and sustainable development have become major concerns. Economists have, therefore, given increasing attention to the policy issues involved in the management of genetic resources. To do so, they often apply empirical methods developed in behavioral and experimental economics to estimate economic values placed on genetic resources. This trend away from almost exclusive dependence on axiomatic methods is welcomed. However, major valuation methods used in behavioral economics raise new scientific challenges. Possibly the most important of these include deficiencies in the knowledge of the public (and researchers) about genetic resources, implications for the formation of values of supplying...

Measuring the Potential Economic Impact of a Regional Agricultural Promotion Campaign: The Case of South Carolina 31
Carpio, Carlos E.; Isengildina-Massa, Olga.
This study evaluated the impact of the South Carolina (SC) agricultural promotion campaign after its first season. Analysis of the survey data revealed that consumer demand for state grown produce has increased by 3.4% which could result in an increase in producer surplus of $2.9 million. Since the SC Department of Agriculture invested $500,000 in the promotion program in 2007, this figure indicates a benefit-cost ratio of 5.8.

Willingness to Pay for Biodiesel in Diesel Engines: A Stochastic Double Bounded Contingent Valuation Survey 31
Jeanty, Pierre Wilner; Haab, Timothy C.; Hitzhusen, Frederick J..
The double bounded dichotomous choice format has been proven to improve efficiency in contingent valuation models. However, this format has been criticized due to lack of behavioral and statistical consistencies between the first and the second responses. In this study a split sampling methodology was used to determine whether allowing respondents to express uncertainty in the follow-up question would alleviate such inconsistencies. Results indicate that allowing respondents to express uncertainty in the follow-up question was effective at reducing both types of inconsistencies while efficiency gain is maintained.

Household perceptions of climate change and preferences for mitigation action: the case of the Carbon Pollution Reduction Scheme in Australia 31
Akter, Sonia; Bennett, Jeffrey W..
This study aims to show how Australian households perceive climate change and what they are prepared to do to reduce the harmful effects of climate change. A web-based survey in November 2008 asked approximately 600 New South Wales households about their willingness to pay additional household expenses caused by the Carbon Pollution Reduction Scheme (CPRS) proposed by the Australian government. The Contingent Valuation Method (CVM), a widely used non-market valuation technique, was applied. Results of the study show there is a positive demand to mitigate climate change in Australia resulting from a wish to avoid climate change. Households’ willingness to pay (WTP) for climate change was, however, significantly curbed as households was uncertain about...

Valoração contingente da Área de Proteção Ambiental (APA) São José – MG: um estudo de caso 31
Cirino, Jader Fernandes; Lima, Joao Eustaquio de.
The São José Environmental Protection Area (EPA) in the State of Minas Gerais has a rich natural and historical patrimony. However, in spite of its value and of being a protection area since 1981, it has now suffering several degradations. In that sense, the major objective of this work is to value São José EPA with the purpose of supplying subsidies for the elaboration and attainment of public and private projects of preservation or sustainable exploration of the referred asset, as well as for public policy directed to its administration. As valuation method, it was used the contingent valuation through the approach of Hanemann (1984) and the bootstrapping method to obtain a monthly willingness-to-pay (WTP) per family of the municipal districts that...

What Is Historic Integrity Worth to the General Public? Evidence from a Proposed Relocation of a West Virginia Agricultural Mill 31
Maskey, Vishakha; Brown, Cheryl; Collins, Alan R.; Nassar, Hala F..
While historians believe that preserving a historic building in its original location is important to maintain its historic integrity, the general public’s opinion is unknown. Survey data were gathered from local residents regarding a proposed relocation of a historic mill in rural West Virginia. Only a minority of the sample population supported preserving the mill at its original location. Willingness to pay for preservation was estimated at $8.45 for a one-time donation for the sample and $2.29 after adjusting for non-respondents using characteristics of the local population.

VALUATION OF WATER QUALITY IN LIVESTOCK REGIONS: AN APPLICATION TO RURAL WATERSHEDS IN IOWA 31
Hurley, Terrance M.; Otto, Daniel M.; Holtkamp, Janice.
This paper investigates rural residents' perceptions of the risk to water quality from large confinement facilities and their willingness to pay to delay nitrate contamination from these facilities. Rural residents are concerned about the environmental impact of confinement facilities and are willing to pay as much as $82 annually to delay nitrate contamination in their water for 20 years. These contingent valuation results are consistent with the result obtained in similar studies that used hedonic valuation methods.

Comparison of Funding and Demand for the Conservation of the Charismatic Koala with those for the Critically Endangered Wombat Lasiorhinus krefftii 31
Tisdell, Clement A.; Swarna Nantha, Hemanath.
This study contrasts the actual conservation spending and the Australian public’s demand for conservation funding for two Australian mammal species, the koala and the northern hairy-nosed wombat. It involves a survey of 204 members of the Australian public. Willingness to fund conservation action to protect the northern hairy-nosed wombat was found to be higher than that for the koala despite the koala’s immense popularity. The critically endangered status of the northern-hairy nosed wombat and the more secure conservation status of the koala is a factor likely to have influenced the comparative willingness-to-pay decisions. Actual annual conservation expenditure for both species is lower than the estimated aggregate willingness-to-pay for their...

A Comparison of Approaches to Mitigate Hypothetical Bias 31
Champ, Patricia A.; Moore, Rebecca; Bishop, Richard C..
We compare two approaches to mitigating hypothetical bias. The study design includes three treatments: an actual payment treatment, a contingent valuation (CV) treatment with a follow-up certainty question, and a CV treatment with a cheap talk script. Our results suggest that both the follow-up certainty treatment and the cheap talk treatment produce willingness-to-pay (WTP) estimates consistent with the actual payment treatment. However, the follow-up certainty treatment provides response distributions at all offer amounts that are statistically similar to the actual payment treatment, while the cheap talk treatment provides similar responses only at some offer amounts. Furthermore, the cheap talk treatment is effective only for inexperienced individuals....

Changing Abundance of Elephants and Willingness to Pay for their Conservation 31
Bandara, Ranjith; Tisdell, Clement A..
This paper explores the way in which the stated willingness to pay for the conservation of Asian elephants in Sri Lanka varies with hypothetical variations in their abundance. To do that, it relies on results from a sample of residents of Colombo. The willingness to pay function is found to be unusual. It increases at an increasing rate for hypothetical reductions in the elephant population compared to its current level (a level that makes the Asian elephant endangered) and also increases at a decreasing rate for increases in this population from its current level. Rational explanations are given for this relationship. The relationship is, however, at odds with relationships suggested in some of the literature for total economic value as a function of...

DEMAND FOR CREDENCE CHARACTERISTICS IN BEEF 31
Kola, Jukka; Latvala, Terhi.
The recent food crises in Europe have raised public concerns about the quality and safety of food. The growing concern among the consumers towards food safety issues has increased the demand for quality attributes. Most quality properties of food products can be considered as credence characteristics, quality of which cannot be inferred before the purchase, and sometimes not even after the purchase. The aim of this study is to evaluate, both qualitatively and quantitatively, the value of new information about and the information systems set for credence characteristics of beef. Economics of information is the theoretical framework. The quantitative approach focuses to measure the ex ante value of credence characteristics, and the method of contingent...

Ermittlung der Nachfrage nach ökologischen Gütern der Landwirtschaft – Das Northeim-Projekt 31
Fischer, Anke; Hespelt, Sonja K.; Marggraf, Rainer.
This paper presents a case study on the development and implementation of a decentralised and outcome-based agri-environmental payment scheme in a project region in central Germany. A research group from Goettingen University together with local actors designed the scheme which complies with the European Union’s Common Agricultural Policy. The core of the programme is the creation of a market for ecological goods, in this case: of plant diversity standards in agriculture. Supply is provided by the local farmers, who, in an open competitive bidding, offer to produce as much as they are willing to of the commodity in question. The local population has to be seen as the beneficiary of these environmental goods. In the project, it is represented by a Regional...
