O Programa de Aquisição de Alimentos (PAA) é uma política pública voltada à comercialização dos produtos agrícolas da agricultura familiar, implementada em 2003 no Brasil. Objetivou-se analisar a eficiência no uso dos recursos do PAA na modalidade Compra com Doação Simultânea (CDS-PAA) nos estados brasileiros participantes no ano de 2011, utilizando a metodologia DEA (Data Envelopment Analysis). Comparing the Productive Efficiency of Cooperatives and Private Enterprises: The Portuguese Wine Industry as a Case Study AgEcon

This paper compares the efficiency of cooperatives and private enterprises in the Portuguese wine industry, employing data envelopment analysis (DEA). The use of DEA for the analysis of comparative efficiency within a sector is a key tool in evaluating organizational competitiveness. Competitiveness should be based on benchmarking the different types of organizations that comprise the viniculture sector. We conclude that Portuguese wine cooperatives, on average, are more efficient than their private counterparts. Economic implications arising from the study are discussed.

The transition of East German agriculture led to major structural adjustments that showed some very particular phenomena. For instance, most of the successors of the former agricultural production cooperatives (LPGs) make slight losses and they operate at a higher employment level than new and re-established farms. In this paper we try to explain these phenomena with the farms' history prior to the transition period. Particular attention is given to sunk costs, the identity of members and employees, and old debts. A Data Envelopment Analysis of 210 financial statements distributed over the financial years 1992/93 to 1995/96 gives evidence that these historical arguments had a decisive impact on the farms' behaviour. Non-Parametric Approaches to Education and Health Efficiency in OECD Countries AgEcon

We address the efficiency in education and health sectors for a sample of OECD countries by applying two alternative non-parametric methodologies: FDH and DEA. Those are two areas where public expenditure is of great importance so that findings have strong implications in what concerns public sector efficiency. When estimating the efficiency frontier we focus on measures of quantity inputs. We believe this approach to be advantageous since a country may well be efficient from a technical point of view but appear as inefficient if the inputs it uses are expensive. Efficient outcomes across sectors and analytical methods seem to cluster around a small number of core countries, even if for different reasons: Japan, Korea and Sweden.

An emerging requirement for the evaluation of the rural development policy is the adoption of an objective method accounting for both material and immaterial achievements, and measuring the performance in order to understand the degree of accomplishment of policy objectives. En este trabajo se realiza un análisis comparado de dos métodos no paramétricos de medida de productividad total de los factores con datos de panel basados en programación: índices de Malmquist y un modelo DEA intertemporal que permite acotar las medidas de eficiencia y progreso técnico, suponiendo cambio técnico no regresivo. La aplicación se realiza sobre las agriculturas de los países de la Unión Europea, encontrándose algunas diferencias importantes entre ambos enfoques. Technology adoption and farmer efficiency in multiple crops production in eastern Ethiopia: A comparison of parametric and non-parametric distance functions AgEcon

This study compares the empirical performances of the parametric distance functions(PDF) and data envelopment analysis (DEA) with applications to adopters of improved cereal production technology in eastern Ethiopia. The results from both approaches revealed substantial technical inefficiencies of production among the sample farmers. Technical efficiency estimates obtained from the two approaches are positively and significantly correlated. However, the DEA approach is shown to be very sensitive to outliers as well as to the choice of orientation. The PDF results are relatively more robust. Reallocating Agricultural Greenhouse Gas Emission in EU15 Countries AgEcon

This research work uses an alternative approach for modeling agricultural greenhouse gas emissions as an undesirable output, based on the zero sum gains DEA model (ZSG-DEA BCC model). This approach reallocates agricultural greenhouse gas emissions among EU15 countries. The reallocation analysis of greenhouse gas emissions permits countries that increase their emissions negotiate the emissions reduction with the others. This negotiation process might create a quota trade system for agricultural activity.

Productivity Growth, Technical Efficiency and Technical Change on Minnesota Farms AgEcon

Changes and trends in farm productivity have been of intense interest to many involved with agriculture. This study used data envelopment analysis (DEA) to estimate the output-oriented Malmquist total factor productivity (TFP) index from panel data for 1993-2006 for farms in Southern Minnesota. Bootstrap methods were used to estimate confidence intervals for the productivity, efficiency change and technical change indices. The model included three inputs (labor, land and immediate expenditures) and six outputs (corn, soybean, milk, hog, beef, and nonfarm income). Two types of guidelines can be obtained from a DEA (data envelopment analysis) analysis. Firstly, the firm can reduce input or increase production according to the DEA results. Secondly, an inefficient firm might be able to identify reference units. This makes it possible for the inefficient firm to, on site, study production that is more efficient, and thereby get information on e.g. efficient organisational solutions. Nonparametric technical efficiency estimates of potentially polluting input use in soybean and wheat indicate substantial heterogeneity across farms. This implies large costs would be associated with uniform standards or incentives to regulate these inputs. THE IMPLICATION OF PROPERTY RIGHTS FOR JOINT AGRICULTURE-TIMBER PRODUCTIVITY IN THE BRAZILIAN AMAZON AgEcon

This paper examines whether better property rights will increase joint productivity of agricultural and timber products in the Brazilian Amazon. Farrell output-based technical efficiency and technological progress measures are derived by using DEA (Data Envelopment Analysis) for Amazonian counties and are regressed on non-discretional variables such as land title. Land title is found to significantly improve the technical efficiency.

An application of Data Envelopment Analysis (DEA) to Evaluate Economic Efficiency of Poultry Farms in Bangladesh AgEcon

This study estimates the technical, allocative and economic efficiency obtained from the Data Envelopment Analysis (DEA) approach using farm level survey data to a sample of 100 poultry farmers in Bangladesh for the year 2007. The results from the DEA approach show that there is substantial technical, allocative and economic inefficiency in poultry production in Bangladesh. The results of the study reveal that under constant return to scale (CRS) and variable returns to scale (VRS) specification, on average, the farms technical, allocative and economic efficiencies were 88%, 70%, 62% and 89%, 73%, 66% respectively. Explaining Production Inefficiency in China’s Agriculture using Data Envelope Analysis and Semi-Parametric Bootstrapping AgEcon

In this paper we examine more closely the factors associated with production inefficiency in China’s agriculture. The approach we take involves a two-stage process where output efficiency scores are first estimated using data envelope analysis (DEA), and then in the second stage, variation in the resulting efficiency scores are explained using a truncated regression model with inference based on a semi-parametric bootstrap routine. Among the results we find a heavy industrial presence is associated with reduced agricultural production efficiency and may be an indication that externalities from the industrial process, like air and ground water pollution, affect agricultural production. Pig farming is one of the strongest polluters of water resources due to its intensive production techniques and slurry rejection.
