Efficiency and Returns to Scale Measurements with Shared Inputs in Multi-Activity Data Envelopment Analysis: An Application to Farmers' Organizations in Taiwan AgEcon
Chen, Po-Chi; Chang, Ching-Cheng; Hsu, Shih-Shun.
This paper addresses the question how team production promotes efficiency of a firm when some inputs can be rewarded on the basis of outputs but some cannot because they are shared among outputs and non-separable. A multi-activity DEA model with variable returns to scale is proposed to provide information on the efficiency performance for organizations with inputs shared among several closely related activities. The model is applied to study the case of 279 farmers' associations in Taiwan. The result suggests that it is important to improve the efficiency of the non-profit oriented activities to improve their overall performances. Three out of four departments of TFAs can gain from economies of scale through expansion, while the remaining one gains...

The Dynamics of Productivity Changes in Agricultural Sector of Transition Countries AgEcon
Kim, Hanho; Lee, Sangjun; An, Donghwan.
Relying on frontier production approach (e.g., Luenberger's shortage function), we investigated the performance of agricultural sector in transition countries and its changes over time, especially focusing on the dynamics of productivity changes. We found that; (i) CEE countries have improved their performance during the sample period whereas CIS have not; (ii) productivity changes in the last decade was attributable to the technical progress; (iii) overall performance was decelerated for the second 5-year sub-period (1997-2001) in both regions; (iv) agricultural reform has positive effects on the productivity and its components especially in CEE countries.

Estimating Agricultural Pollution Abatement Costs at the Plot Level Using Experimental Data: A Maximum Entropy Approach AgEcon
Bond, Craig A.; Farzin, Y. Hossein.
This paper uses a directional output distance function to estimate a multi-output production frontier for a sample of experimental plots grown for the Sustainable Agriculture Farming Systems project at the University of California, Davis. Cross-sectional technical efficiency indices are estimated that take into account two proxies for undesirable output: number of trips across a field as a proxy for air pollution and/or soil erosion, and pints of pesticides applied to account for potential leaching and/or health risks. Shadow price estimates based on marginal rates of transformation ranged from $8-$21 for trips, while shadow prices for pints of pesticides averaged $23-$27.

Efficiency Measurements in Multi-activity Data Envelopment Analysis with Shared Inputs: An Application to Farmers’ Organizations in Taiwan AgEcon
Chen, Po-Chi; Hsu, Shih-Hsun; Chang, Ching-Cheng; Ming-Miin, Yu.
A multi-activity DEA model with variable returns to scale is proposed to provide information on the efficiency performance of organizations with inputs shared among several closely-related activities. The model is applied to study the case of 279 farmers’ cooperatives in Taiwan. The results provide overall and individual performance measures for each activity as well as suggestions for future improvement. Inter-firm networking should be strengthened and thus policies that promote the consolidation of TFCs will not be sufficient to meet the public goal of institutional reform.

Productivity Change in Taiwan's Farmers' Credit Unions: A Nonparametric Risk-Adjusted Malmquist Approach AgEcon
Chen, Po-Chi; Yu, Ming-Miin; Chang, Ching-Cheng; Hsu, Shih-Hsun.
This article proposes an extended three-stage DEA methodology similar to Fried et al. (2002) to improve the measurement of productivity growth then the assumption of free disposability of undesirable outpu t does not apply. A directional distance function is used to construct adjusted Malmquist-Luenberger productivity indexes which simultaneously account for the impacts of undesirable outputs, environmental variables, and statistical noise. Panel data for 264 farmers' credit unions (FCUs) in Taiwan covering the 1998-2000 period are employed to illustrate the advantages of this method. On average, the productivity of Taiwan's FCUs is found to have deteriorated over the 1998-2000 period. Although an improvement in efficiency has been observed, the major...

The Dynamics of Agricultural Productivity and Industrial Transformation in Transition Countries AgEcon
Kim, Hanho; An, Donghwan.
Relying on the frontier production approach, we investigated the performance of the agricultural sector in 28 transition countries and its changes over time, especially focusing on the dynamics of productivity changes and the effects of reform policy. Our findings are: (i) Asian and CEE transition countries performed better than CIS countries, while the performance improvement of CEE countries seems to be more prominent compared to that of Asian and CIS countries; (ii) The productivity growth is mainly attributable to the technical progress, particularly in CEE countries; (iii) Reform policy and industrial transformation seems to have positive effects on the performance of agricultural sector and its changes; (iv) The initial conditions do matter.
