IUCN in West Africa- Challenges and Opportunities OceanDocs
The West African region covered by IUCN-BRAO comprises 17 countries: Cape Verde, Senegal, Mauritania, the Gambia, Guinea, Guinea Bissau, Mali, Sierra Leone, Liberia, Côted'Ivoire, Ghana, Burkina Faso, Niger, Togo, Benin, Nigeria, and Chad. It extends over a surface area of 7,500,000 sq. km with a population of nearly 250 million inhabitants, or an average density of 33 inhabitants per sq. km. With the exception of Chad and Mauritania (members of the Permanent Inter-States Committee for Drought Control in the Sahel1), IUCN-BRAO's target region corresponds to the ECOWAS (Economic Community of West African States) space. Chapter Three of the Africa Environment Outlook Report is concerned with the impact of environmental change on human vulnerability. The Report considers vulnerability in the context of exposure to environmental hazards (contingencies, shocks and stresses) and the coping capabilities of people. In this case study, we will show that the Maasai of Kajiado district in Kenya (as well as other pastoralists) face two distinct types of environmental hazards. The first includes climatic uncertainty and drought. The second hazard consists of the environmental changes driven by shifts in land use patterns. Famine in Ethiopia: Policy Implications of Coping Failure at National and Household Levels AgEcon

This study argues that famines are preventable. What was once a universal threat to human life is now primarily in Sub-Saharan Africa. Africa is likely to be the only continent to experience a continued high level of famine mortality during the 1990s, as well as an increase in absolute poverty. Therefore, the current challenge facing policymakers and research organizations such as IFPRI is to reduce the negative effects of famine in Africa and to lay the foundations for its longer- term eradication. Extreme interannual variability of precipitation within Ethiopia is not uncommon, inducing droughts or floods and often creating serious repercussions on agricultural and non-agricultural commodities. An agro-economic model, including mean climate variables, was developed to assess irrigation and road construction investment strategies in comparison to a baseline scenario over a 12-year time horizon. Sudan experienced severe food shortage and famine during the 1970s and 1980s. For a country known for its vast agricultural resources, this is both unfortunate and ironic. This research report explores the basic factors that contributed to the recurrence of this phenomenon and identifies policies and actions for avoiding famines and achieving sound and sustainable food policies. The study demonstrates the complexity of policy for prevention, which encompasses macroeconomic reform, promotion of agricultural production and technological change, market development, employment promotion, and interventions for health and nutrition. The present study was designed to investigate the dynamics of rainfall patterns on the production and rate of decomposition of litter in the caatinga biome. To this end, a data series which had been recorded over 30 years (1981-2010) was used; the indicators taken into consideration being the irregular rainfall index, humidity index and consecutive wet and dry days. Litter was collected monthly over a period of two years (2009-2010) at 20 different locations, and totalled 480 samples. Samples were taken from all live individuals with a stem diameter of >0.03 m and a height of >1 m: 562 individuals in 25 recorded species were identified.
