Following a historical agreement on the EU enlargement, 10 new member states (NMS) acceded to the European Union on May 1, 2004. Although the European Union has expanded its membership in the past, this enlargement is unique in terms of its scope and diversity of the countries, area, and population involved. Thus, the effects of the EU enlargement on current and future member countries and on world commodity markets require careful consideration as the European Union is a major player in these markets. This paper's aim is an assessment of economic effects of Slovenia's accession to the EU in the field of agriculture and a discussion about some key dilemmas about the introduction of CAP in the new member states. For the purpose of assessing economic effects, a new sectoral model of Slovenian agriculture APAS-PAM has been compiled which allows assessment of market and income effects for ten key agricultural products with regard to various accession scenarios. Using only transition period data, this paper analyses revealed comparative advantages (RCAs) and specialisations to identify the 3-digit SITC (Standard International Trade Classification) sectors in which the EUs trade liberalisation with Eastern European applicants may represent opportunities or competition between them and EU South. First, during the transition period potential competition occurs in labour-intensive sectors. Using a world agricultural multimarket model, we analyze the consequences of enlargement of the European Union (EU) to include the Czech Republic, Hungary, and Poland for agricultural markets. We produce a market outlook through the year 2010 for two enlargement scenarios, which are based on different assumptions regarding the restrictions on grain and dairy production in the acceding countries. In both scenarios, accession of the three Central and Eastern European countries (CEECs) leads to a permanent but moderate decrease in EU prices for virtually all commodities. The analysis of the experiences of Central and Eastern European Countries (CEEs) in transition, which became EU members in the historical 2004 (and 2007) enlargement, evidences the importance of timing and targeting policy intervention for a balanced growth (Monasterolo et. al, 2008). Joining the European Union club implies, among many other policy changes, full integration of Romania's economy into EU's customs union. This is expected to have significant implications for domestic farmers and food processors. The paper constructs a single-country Applied General Equilibrium (AGE) model to investigate the impact of tariff border adjustments on changes in relative prices, production and trade patterns associated with fifteen local agro-food activities. In the paper dynamic gravity models are estimated for the agricultural trade of six new EU Member States (the Czech Republic, Latvia, Lithuania, Romania, Slovakia, and Slovenia) with selected countries and trade groupings between 1996 and 2005. In general, we find low income elasticities and high price elasticities of import demand for agricultural commodities. The lagged values for trade were highly significant. The accession to the EU increased the new Member States’ exports, but had less impact on their imports. The new Member States have gained significantly from liberalized access to the EU agri-food market. |

This paper focuses on the consequences that an extension of the Common Agricultural Policy could have on agricultural production in the Central and Eastern European Countries. It reviews the evidence presented by recent attempts to quantify the potential impacts of accession on production levels in the CEECs. It also takes into account results from previous studies in order to analyse the importance that structural constraints might have on the capacity of the CEECs' agricultural sectors to respond to supply incentives under accession to the EU, and to examine some research questions that are still unanswered in relation to the supply potential of the CEECs. EU enlargement is supposed to entail profound impact on the location of economic activities in Europe. Although there is concern about the implications of enlargement for regional disparities in the EU, corresponding empirical results are still rare. Paper investigates income effects of different direct payments policy options after the accession of Slovenia to the EU by application of a static deterministic total income model for rural households in Slovenia (TIM). Model is based on actual income data of 120 agricultural households in Slovenia. The politically and legally complicated character of the EU Eastern Enlargement heavily influenced the conflict between the legal and economic rationality underlying the construction of the EMR-II. This makes the ERM-II vulnerable to currency crises and creates conditions for a widespread currency and asset substitution in the accession countries. As a result, the required participation of all accession countries in the ERM-II imposes unnecessary costs on the whole enlargement process. The costs could be avoided if the EU adopted a more flexible approach to the enlargement of its monetary union, allowing for an individual path of adopting the euro in each accession country depending on the country's economic conditions. |
