Starting from the establishment of the People’s Republic of China in 1949, this article provides background on China’s science and technology (S&T) system and the perceived growing urgency of reforming it in order to support continuing economic growth in China. The need for reform became even more pressing once China commenced its market-oriented economic reforms in 1979. Comparative data are provided on China’s S&T sector, the processes of reforming China’s S&T system is outlined and discussed as well as changing patterns in the source of funds for its S & T research. This article adopts the point of view that China’s development policies can only be appreciated if they are considered by applying perspectives from institutional economics. This requires attention to be given to the historical, political and cultural context in which its economic development has occurred. Therefore, this article gives attention to the political events leading up to China’s decision in 1978 to begin its economic reforms and the way in which Deng Xiaoping crafted its new development path. It also discusses the subsequent extension of Deng’s development policies by more recent leaders of the Chinese Communist Party. Economic reforms in Tanzania have resulted in low inflation and solid economic growth, but many observers question whether the standard of living of ordinary Tanzanians has improved. Furthermore, there is a strong suspicion that the benefits have been concentrated among the urban population and among rural households with good market access, leaving remote rural households behind. In this paper, we demonstrate a new approach to measuring poverty trends over time. First, the relationship between poverty and household characteristics is estimated using household budget survey data.
