Every day, the challenges to achieving conservation grow. Threats to species, habitats, and ecosystems multiply and intensify. The conservation community has invested decades of resources and hard work to reduce or eliminate these threats. However, it struggles to demonstrate that its efforts are having an impact. In recent years, conservation project managers, teams, and organizations have found themselves under increasing pressure to demonstrate measurable impacts that can be attributed to their actions. To do so, they need to answer three important questions: (1) Are we achieving our desired impact?; (2) Have we selected the best interventions to achieve our desired impact?; and (3) Are we executing our interventions in the best possible manner? We...

Social-ecological Resilience and Biodiversity Conservation in a 900-year-old Protected Area Ecology and Society
Newton, Adrian C; Bournemouth University; anewton@bournemouth.ac.uk.
Protected areas are increasingly being recognized as coupled social-ecological systems, whose effectiveness depends on their resilience. Here I present a historical profile of an individual case study, the New Forest (England), which was first designated as a protected area more than 900 years ago. Uniquely, a traditional pattern of land use has been maintained ever since, providing a rare opportunity to examine the resilience of an integrated social-ecological system over nine centuries. The New Forest demonstrates that over the long term, coupled social-ecological systems can be resilient to major internal and external shocks, including climate change, mass human mortality and war. Changes in governance had the greatest impact on the reserve itself, with...

Synapses in the Network: Learning in Governance Networks in the Context of Environmental Management Ecology and Society
In the face of apparent failures to govern complex environmental problems by the central state, new modes of governance have been proposed in recent years. Network governance is an emerging concept that has not yet been consolidated. In network governance, processes of (collective) learning become an essential feature. The key issue approached here is the mutual relations between network structure and learning, with the aim of improving environmental management. Up to now, there have been few attempts to apply social network analysis (SNA) to learning and governance issues. Moreover, little research exists that draws on structural characteristics of networks as a whole, as opposed to actor-related network measures. Given the ambiguities of the concepts at...

Wildlife–vehicle collisions, especially with deer (Odocoileus spp.), elk (Cervus elaphus), and moose (Alces alces) are numerous and have shown an increasing trend over the last several decades in the United States and Canada. We calculated the costs associated with the average deer–, elk–, and moose–vehicle collision, including vehicle repair costs, human injuries and fatalities, towing, accident attendance and investigation, monetary value to hunters of the animal killed in the collision, and cost of disposal of the animal carcass. In addition, we reviewed the effectiveness and costs of 13 mitigation measures considered effective in reducing collisions with large ungulates. We conducted cost–benefit...

Evaluation, the process of assessing the effectiveness of programs and activities, has gained increasing attention in the conservation sector as programs seek to account for investments, measure their impacts, and adapt interventions to improve future outcomes. We conducted a country-wide evaluation of terrestrial-based conservation programs in Samoa. Though rarely applied, the benefit of evaluating multiple projects at once is that it highlights factors which are persistent and influential across the entire conservation sector. We found mixed success in achieving goals among conservation programs; yet this result is surrounded by uncertainty because of the quality of existing evidence on project outcomes. We explore the role of different components of...

Responsibility for the management of many protected areas in the Northern Territory, Australia, is shared between the management agency and the aboriginal owners of that land. We describe (1) the creation and types of indicators developed by partners in a participatory process to measure management effectiveness, (2) the assessment method used to monitor progress, and (3) the results of the first cycle of evaluations in four jointly managed parks. Although each pilot park area has distinctive features, we were able to identify a set of twelve common indicators that were applied across the four park areas. The agreed indicators, which were scored using a color scale to indicate level of achievement, were primarily concerned with process rather than outcome,...

Following the design of a conservation-based agricultural development strategy and food security strategy, the Tigray government has implemented different pro-poor development programs over the past years to address the problems of food security. This study attempts to investigate the effectiveness of government policy interventions at different scales addressed to improve food security. Food security both at the regional and district level was investigated by deriving food balance sheets for the period 2000-2008. An empirical analysis based on a logit model was also employed to analyze household level food security status. The results of the logit model reveal that government policy interventions such as water harvesting schemes, employment generation...

A comparison of the effects of physical and chemical mutagens in sesame (Sesamum indicum L.) Genet. Mol. Biol.
Begum,Tamina; Dasgupta,Tapash.
Three sesame genotypes (Rama, SI 1666 and IC 21706) were treated with physical (γ-rays: 200 Gy, 400 Gy or 600 Gy) or chemical (ethyl methane sulphonate, EMS: 0.5%, 1.0%, 1.5% or 2.0%) mutagens and their mutagenic effectiveness and efficiency were estimated in the M2 generation. The M3 generation was used to identify the most effective mutagen and dose for induction of mutations. The average effectiveness of EMS was much higher than γ-rays. The lowest dose of γ-rays (200 Gy) and the lowest concentration of EMS (0.5%) showed the highest mutagenic efficiency in all genotypes. Analysis of the M3 generation data based on parameters such as the variance ratio and the difference in residual variances derived from the model of Montalván and Ando indicated that...

An Impact Assessment (IA) is a process aimed at structuring and supporting the development of policies. Besides the fact that IA assumes different features when applied to different sectors, really it should help policy makers in evaluating the contribution to the fisheries sustainability of new regulations. The recent improvements and development around the IA methodologies go more and more toward the concept of a Sustainability Impact Assessment (SIA). The evolution of IA in the fishery sector has followed the general and increasing need in having a more and more integrated type of analysis, focusing on the three dimensions of sustainability (environmental, economic and social). This paper synthesizes the methodology developed under the EU FP7 SOCIOEC...

ANALYZING AGRICULTURE PRODUCTIVITY INDICATORS AND IMPACT OF CLIMATE CHANGE ON CEECS AGRICULTURE AgEcon
Singh, Mahesh Kumar; Kapuszta, Agnes; Fekete-Farkas, Maria.
The agriculture has an outstanding importance both in social and economic point of view, especially in the countries where the agriculture plays a vital role in economy. This paper mainly focuses on the situation in the Central and Eastern European countries (CEECs). The share of agriculture in CEECs is more significant both in GDP and employment than in the old member states of EU. To be competitive on the single market, we have to know the advantages and disadvantages, strength and weakness of different sectors of agriculture. Traditionally, in these countries to measure the effectiveness, the partial factor analyses are used. To get more accurate overview, we need to use more wide technique to sampling measurement. This paper summarizes the measurement...

The Relative Performance of In-Sample and Out-of-Sample Hedging Effectiveness Indicators AgEcon
Dahlgran, Roger A..
Hedging effectiveness is the proportion of price risk removed through hedging. Empirical hedging studies typically estimate a set of risk minimizing hedge ratios, estimate the hedging effectiveness statistic, apply the estimated hedge ratios to a second group of data, and examine the robustness of the hedging strategy by comparing the hedging effectiveness for this "out-of-sample" period to the "in-sample" period. This study focuses on the statistical properties of the in-sample and out-of-sample hedging effectiveness estimators. Through mathematical and simulation analysis we determine the following: (a) the R2 for the hedge ratio regression will generally overstate the amount of price risk reduction that can be achieved by hedging, (b) the properly...

NGO Microfinance in Vietnam: Stakeholders' Perceptions of Effectiveness AgEcon
Nghiem, Son; Laurenceson, James.
The microfinance industry in Vietnam, particularly those sponsored by nongovernment organisations (NGOs), has experienced rapid expansion in recent years. Yet in spite of this growth, an analysis of their effectiveness has been lacking. In a bid to help address this shortcoming, this paper reports on a subset of data that was obtained during a survey and interview process that incorporated various stakeholders including financial donors, NGO-sponsored microfinance institutions (NMPs), village leaders and NMP members and non-members. Perceptions of NMPs effectiveness are discussed from the standpoint of various stakeholders. NMPs are found to be at a critical juncture. While their activities are widely perceived to contribute to poverty alleviation, their...
