Protected Areas and Local Communities: an Inevitable Partnership toward Successful Conservation Strategies? Ecology and Society
Andrade, Gustavo S. M.; The University of Queensland, School of Geography, Planning and Environmental Management, Brisbane, QLD 4072, Australia; gsalgado.andrade@gmail.com; Rhodes, Jonathan R; The University of Queensland, School of Geography, Planning and Environmental Management, Brisbane, QLD 4072, Australia; j.rhodes@uq.edu.au.
Many protected areas (PAs) have followed the conventional and exclusionary approach applied at Yellowstone in 1872. As such, many parks have failed to fully integrate other important factors, such as social, cultural, and political issues. In some cases, this has triggered adverse social impacts on local communities, disrupting their traditional ways of living and limiting their control of and access to natural resources. Such an outcome can undermine protection policies through conflicts between park managers and local communities. The success of conservation strategies through protected areas may lie in the ability of managers to reconcile biodiversity conservation goals with social and economic issues and to promote greater compliance of local...

Illusions of empowerment? Questioning policy and practice of community forestry in Kenya Ecology and Society
Chomba, Susan W.; University of Copenhagen; ASB Partnership for the Tropical Forest Margins; schomba@gmail.com; Nathan, Iben; University of Copenhagen; in@ifro.ku.dk; Minang, Peter A.; ASB Partnership for the Tropical Forest Margins; World Agroforestry Centre (ICRAF); A.Minang@CGIAR.ORG; Sinclair, Fergus; Bangor University, Wales; World Agroforestry Centre (ICRAF); f.sinclair@cgiar.org.
The extent to which community forestry (CF) contributes to empowerment of local communities remains hotly contested. We develop a unified theory of empowerment at the intersection of asset-based agency and institution-based opportunity and apply it to examine the extent to which the implementation of CF has led to local empowerment. Our empirical data are drawn from review of national level policies and a field study of Ngare Ndare Community Forest Association (CFA) in Kenya. We investigated what types of powers were transferred to the local level, how representative the local institution was of the local community, and how its formation and composition affected the empowerment of socially and economically differentiated groups, with competing claims over...

Empowerment through technology: Gender dimensions of social capital build-up in Maharashtra, India AgEcon
Padmaja, Ravula; Bantilan, Ma Cynthia S..
This paper explores how and to what extent women and men have benefited from the build-up of social capital in technology uptake, and the role of women in this process. Using a case study on Groundnut Production Technology (GPT) in Maharashtra, India, a systematic documentation of the process by which farmers – both men and women - as well as the whole community became empowered through the build-up of social capital is presented. The focus of the paper is on collective action as a mechanism to stimulate gender-equitable change processes. Our evidence suggests that the technology uptake process was enhanced with the build up of social capital, whereby men and women from all class and caste groups came together for improving their livelihoods. Collective...

Unpacking the Links Between Women's Empowerment and Child Nutrition Evidence Using Nationally Representative Data From Bangladesh AgEcon
Bhagowalia, Priya; Menon, Purnima; Quisumbing, Agnes R.; Soundararajan, Vidhya.
This paper examines the relationship between gender inequality and nutrition using direct indicators of empowerment such as mobility, decision-making power, and attitudes towards verbal and physical abuse. Our approach draws on the theory of the household as a utility maximizing unit that uses women’s status and characteristics as inputs to produce a final good, child health. Indices that capture distinct dimensions of women’s empowerment are used as explanatory variables along with controls for age and sex of the child, maternal height and education. Results from Logit models indicate that a greater degree of women’s empowerment is associated with better long term nutritional status of children. Attitudes towards domestic violence have a significant...

Constructing a Social Development Network within a Rural Municipal Government in Portugal AgEcon
Koehnen, Timothy; Cristovao, Artur.
In Portugal, an experimental Social Development Network (SDN) programme has been promoted at the national level by the Social Development Institute (SDI). The major operational objective of the SDN is to construct advisory councils and local commis- sions to increase local participation. The advisory council is represented by local de- velopment stakeholders from governmental and non-governmental institutions. These stakeholders define the actions to be taken for the social development agenda in the municipal government. The paper depicts the achievements and inadequacies of this network. In general, the case-study evaluation determines if the network strengthens the social action process in a rural area faced by social constraints,...

Scaling up Kudumbashree--collective action for poverty alleviation and women's empowerment AgEcon
Kadiyala, Suneetha.
This paper discusses the factors that enabled and constrained the scaling up of a multisectoral poverty alleviation program called Kudumbashree, initiated by the government of Kerala (GOK), India, in 1998 to eradicate poverty by 2008. It also discusses some potential threats to and trade-offs of scaling up Kudumbashree. This report draws primarily upon the available literature and qualitative data collected during a five-day visit to Kudumbashree in March 2003. In 1991, the GOK, along with UNICEF, initiated the Community-Based Nutrition Program (CBNP) in Alleppey town to improve the health and nutritional status of children and women. CBNP facilitated collective action by forming and developing the capacity of three-tiered community development societies...

Empowerment, mobilisation and initiation of a community driven project: women and the Marula. AgEcon
Magadza, Sian Newsome.
Bulilimamangwe is one of the poorest and most marginalised areas of Zimbabwe. In 2001 a community driven project was started under the Kellogg funded Integrated Rural Development Programme, to utilise the indigenous Marula trees found in the area. From the onset project members were mostly women. This paper documents the early years of the project. Achievements are given, problems faced examined and possible solutions put forward. Challenges, opportunities and conflicts are discussed in the hope that these may be of interest in the study of future projects utilising natural resources in poor communities.

Does Workforce Participation Empower Women? Micro-Level Evidence from Urban Bangladesh AgEcon
Hossain, Mohammad; Tisdell, Clement A..
Empirical studies on the impact of women’s paid jobs on their empowerment and welfare in the Bangladesh context are rare. The few studies on the issue to date have all been confined to the garment workers only although studies indicate that women’s workforce participation in Bangladesh has increased across-the-board. Besides, none of these studies has made an attempt to control for the non-working women and/or applied any statistical technique to control for the effects of other pertinent determinants of women’s empowerment and welfare such as education, age, religion and place of living. This study overcomes these drawbacks and presents alternative assessments of the link between women’s workforce participation and empowerment on the basis of survey data...
