The paper analyzes the broad history underpinning the concept of sustainable development and its context within the events industry and specifically with regards to the South African National Arts Festival. A pilot contingent valuation study conducted at the 2010 National Arts Festival determined that the average visitor was willing to pay an extra ZAR 2.30 (approximately US$ 0.30) per ticket for a recycling programme to be established to process the waste generated by the event. This paper reviews agricultural externalities as a source of market failure and as a reason for a lack of sustainability of agricultural incomes and production. It concentrates mainly on environmental externalities (which include biodiversity loss) but consideration is also given to externalities involving adverse selection. Types of agricultural externalities are classified and their nature is explored. Depending on their type and nature, different policy implications often follow. For example, no intervention may be required, or it may be reasonable for a farmer to have to pay to create an unfavourable externality or be paid to moderate or eliminate it. These farmers’ opportunity may be threatened, however, by competition from larger-scale farms. This report assesses the potential threat, examining various forms of livestock production in Brazil, India, the Philippines, and Thailand. Findings show that the competitiveness of smallholder farms depends on the opportunity cost of family labor and farmers’ ability to overcome barriers to the acquisition of production- and market-related information and assets. This study adjusts 1960-1996 agricultural productivity gains in a panel of Great Plains states to account for the discharge of pesticide and nitrogen effluents into the environment. The agricultural-environmental technology is approximated with translog distance functions that allow us to contrast traditional versus environmentally adjusted productivity gains. Findings indicate technical change has been increasingly biased toward environmentally friendly production. While the environmental adjustment reduced overall productivity gains during the sample period, in recent years adjusted productivity outpaced the traditional measure, reflecting the pro-environment bias in technical change. RESUMEN: En este artículo se aborda la problemática que plantea la recuperación del acuífero Mancha Occidental en el que existe una importante externalidad ambiental que se deriva de la relación entre las reservas de agua existentes en el acuífero y los humedales Tablas de Daimiel. Para ello, se desarrollan varios modelos de programación matemática que permiten evaluar distintos instrumentos de gestión para guiar la recuperación del acuífero a un estado sostenible. Los resultados obtenidos permiten al menos cuestionar la extendida regla de Gisser-Sánchez y revelan que las ganancias derivadas de la gestión óptima pueden ser significativas.
