| Complex systems understanding implies a world characterized by dynamic, nonlinear interactions, discontinuities, and surprises. Such conditions are not amenable to conventional resource management approaches that stress command-and-control, and therefore, novel governance approaches more suited to complexity and uncertainty are required.
