Factors of Efficiency Change of Assets on the EU-15 and Hungarian Farms from 1990s AgEcon
Takacs, Istvan; Baranyai, Zsolt; Takacs, Emese.
Efficiency of farm assets is a very important factor of competitive production. It could be in strong correlation with profitability of economic activities. One of the most important factor of the farm assets is the fixed assets, and as a part of it, the equipment as well. An important factor of the farm asset value is the machinery, which depends on the amount of internal resources of farms and external financial resources i.e. governmental subsidies, bank loans. But, as it could be observed during the 1980s and 1990s on the farms of developed countries, the technical development was also a considerable factor of farming. This paper, based on the data of the FADN, and yearbooks of the HCSO, focuses on the investigation of some figures of the European...

ADAPTATION OF STATISTICAL MATCHING IN MICRO-REGIONAL ANALYSIS OF AGRICULTURAL PRODUCTION AgEcon
Pesti, Csaba S.; Kaposzta, Jozsef.
Agricultural production and agricultural policy has many special dimensions. The production structure, income positions, and labour input have large regional disparities, the production intensity is not homogenous in space, and farms have different risk factors and market possibilities in the different regions of Hungary. Land use and production technology also varies largely, in many regions farming is competitive, highly specialized with big corporate farms, while other regions have small individual farms with mixed production structure and less concentration in land use. There are no direct data for spatial analysis less aggregated than NUTS 3 level. Only the data of agricultural census and administrative database for direct payments are available at...

Policy Measures for Ecosystem Services: a first survey of the impact of "Floor and Trade" mechanism at farm level in Veneto AgEcon
Longhitano, Davide; Povellato, Andrea.
In the ongoing debate of CAP reform, a new tool was proposed for farms that aims to create a new market for ecosystem goods and services that may be provided by agriculture. The mechanism of floor and trade (FT) assigns each holding a "minimum of environmental goods" that must be provided at farm level to ensure sustainability and justifies the subsides received from CAP. In this proposal we will analyse what might happen in a limited region (Veneto) with the application of FT mechanism, given the geographical conditions and the structural situation of farms, using FADN data. More precisely, we seek to quantify the regional supply curve of environmental services, provided by agricultural activities in case of floor and trade mechanism. We will use as a...

Job creation and job destruction in the EU agriculture AgEcon
Ciaian, Pavel; Dries, Liesbeth; Kancs, d'Artis.
This is the first paper to study job creation and destruction in EU agriculture. We disaggregate employment patterns and job flows into detailed intra-sectoral labour adjustment dynamics based on farm level panel observations from 1989-2006. We find that: (1) job creation and destruction rates in EU agriculture are high compared to other sectors; (2) there are important differences in job creation and destruction rates between different member states; (3) this can be attributed to differing initial farm structures: member states with small average farm sizes display higher job creation and destruction rates than those with larger average farm sizes.

Direct payments, crop insurance and the volatility of farm income. Some evidence in France and in Italy AgEcon
Enjolras, Geoffroy; Capitanio, Fabian; Aubert, Magali; Adinolfi, Felice.
Volatility of farm income represents a major challenge for farm management and the design of public policies. This paper measures the extent to which risk management tools, especially direct payments and crop insurance, can significantly reduce crop income volatility in France and in Italy. We use an original dataset of 9,555 farms for the period 2003-2007 drawn up from the Farm Accountancy Data Network (FADN) and three different econometric models to explain the volatility of crop income. The results are contrasted between the specialization of the farms and the two countries: Italian farms use management tools (CAP payments and crop insurance) so as to improve their income and to reduce its volatility (crop insurance, inputs). French farms use the same...

Full Product Costs on Base of Farm Accountancy Data by Means of Maximum Entropy AgEcon
Lips, Markus.
The paper presents an approach to allocate joint costs to production branches based on maximum entropy. Using bookkeeping data from the Farm Accountancy Data Network (FADN) we derive full product costs. Accordingly, the suggested approach offers the opportunity of full product costs based on actual costing rather than normal costing. The approach is applied for arable crop in Switzerland providing full product costs on a hectare base. The resulting total costs are up to 20 percent higher than in literature. An important reason is labour, which shows for all analysed production branches higher costs than in the actual costing based literature.

ANALYSIS OF THE EFFECTS IN ITALY OF ALTERNATIVE HYPOTHESES OF REGIONALIZATION OF THE SINGLE PAYMENT SCHEME AgEcon
Pupo D'Andrea, Maria Rosaria.
The Fischler reform of the CAP deepened the decoupling process of agricultural support started with the 1992 reform, introducing the Single Payment Scheme (SPS). Two models could be used to apply the SPS: in the historic model payments are based on individual reference amounts; in the regional model payments are based on regional reference amounts. Italy chose to apply the historic model, thus “freezing” the distribution of support to farms at the historic reference level. The recent Proposal on the Health Check of the CAP envisaged Member States being allowed to adjust their model towards a flatter rate of the SPS from 2010, a move that could become compulsory for Member States after 2013. The paper analyses the effects at territorial and farm level of...

An investigation into the impact of policy reform on the level of structural change in the agri-food sector of Ireland, Denmark and the Netherlands AgEcon
Clancy, Daragh; Kazukauskas, Andrius; Newman, Carol F.; Thorne, Fiona S..
This paper conducts a detailed, micro-focused investigation on the implications of recent agricultural policy changes on the structure of production systems in Ireland, Denmark and the Netherlands in terms of farm numbers, system switching, specialisation, the role of economies of scale, on-farm investment, off-farm employment and economic viability. Given the close relationship between farm structure and agricultural production, the impact of the recent CAP reform on production decisions should give a good indication of the form agricultural structural change will take. Two competing hypotheses of post decoupling structural change are proposed; a ‘production inducing effect’ and an ‘expectations effect’. Using Irish, Danish and Dutch micro-data, which are...

Assessing impacts of CAP reform in France and Germany AgEcon
Kupker, Bernd; Huttel, Silke; Kleinhanss, Werner; Offermann, Frank.
The 2003 CAP Reform left EU member states much room for national implementation. The farm group model EU-FARMIS is applied to quantify the effects of the reform and the impacts of the options for national implementation. The analysis is done for France and Germany because their implementation schemes adequately reflect the broad range of options. It is found that cereal and fodder maize production is reduced both in France and Germany. In contrast, the acreage of other arable fodder crops, of set-aside and of non-food crops is expanded. While bull fattening is substantially reduced in both countries, suckler cow production is extended in France due to partial decoupling, but reduced in Germany due to full decoupling. Sectoral income effects measured in...

The persistence of small dairy farms in Austria from an economic perspective AgEcon
Kirner, Leopold; Hambrusch, Josef; Ortner, Karl M..
In the international comparison the structure of milk production in Austria is small scale. The present study presents two theoretical approaches to explain the persistence of small dairy farms in Austria: the opportunity cost principle and the theory of the agricultural household. With regard to the first one it is debatable whether the flat rates really can represent the costs of own production factors in their alternative uses in small enterprises. An illustration on the basis of production cost accounts shows that small dairy farms with no possibilities for the utilization of their own production factors (especially for labour) can cover the production costs by revenues only. Secondly it is argued that agricultural production is likely to continue in...

Analysis of Hungarian Agricultural Subsidies on the Basis of FADN Database AgEcon
Keszthelyi, Krisztian; Nemeth, Peter; Pesti, Csaba S..
On the basis of the micro-economic data of the Hungarian FADN system we analysed the role of subsidies in the profitability of farms, we aimed to reveal which types of farming and economic sizes are effected more by subsidies related to efficiency and profitability. The agricultural enterprises' balance of taxes and subsidies counted from the micro-economic data of FADN enterprises was also analysed in the different type of farming categories and economic size classes. Our aim was to find out what types of farms are subsidized and what types are net payers to the central budget. Examining the pre-tax profit we made the conclusion that with the increase of economic size not only the proportion of profitable farms rises, but the profit per size unit...

Impacts of the flat rates and digressive schemes on the distribution of Direct Payments in the EU AgEcon
Kleinhanss, Werner.
The Mid-Term Review and the Health Check reforms of the EU’s Common Agricultural Policy (CAP) include numerous options for national implementation of the Single Payment Scheme. After the far-reaching decoupling of Direct Payments, a further reform of the Common Agricultural Policy is necessary with respect to the financial guidelines to be established for the period after 2013. Referring to Germany, the principles of the hybrid and regional models and their effects on the distribution of Direct Payments are shown. With regard to future CAP, the impacts of alternative payment options are analysed based on farm individual FADN data of EU-27. Options of digressive premium schemes, including capping with regard to labour input and regionalised or EU-wide flat...

Assessing farm sustainability. An application with the Italian FADN sample. AgEcon
Povellato, Andrea; Bodini, Antonella; Longhitano, Davide; Scardera, Alfonso.
As policy makers, taxpayers and consumers are willing to know the actual contribution of farming to natural and social environment, sustainability and sustainable development arose as key issues in public debates. Sustainability is a multifaceted concept that includes environmental, economic and social objectives and policy makers need information to take effective decisions. Analysts should rank decisional units according to sustainability criteria and should offer to policy makers more and more insights on the different points of view behind the three dimensions of sustainability. Within the current FADN database sustainability indicators have been identified. In some cases estimations have been necessary and in some other cases thanks to allocation of...

Comparative Analysis of Technical Efficiency in European Agriculture AgEcon
Bakucs, Lajos Zoltan; Ferto, Imre; Latruffe, Laure; Desjeux, Yann; Soboh, Rafat; Dolman, Mark.
Technical efficiency has long been analysed as a measure of farm performance, however most studies are restricted to a single country case. This paper presents a comparative analysis of field crop and dairy farm performance across eight EU countries, including two New Member States (NMS), focusing on long run stability and mobility patterns. The main research question is how relative performance of farms fluctuates over time, i.e. whether poorly performing farms remain always inefficient whilst some farms are always very efficient. Results show that on average 60% of farms maintain their efficiency ranking in two consecutive years, whilst 20% improve and 20% worsen their positions, for all countries. Due to the unstable economic conditions, farms in NMS...

INFLUENCE OF FARM MILK PRICES ON PROFITABILITY AND LONG-TERM ASSETS EFFICIENCY AgEcon
Strelecek, Frantisek; Zdenek, Radek; Lososova, Jana.
This paper analyses the development of milk prices and effectiveness of holdings included in particular production category of Farm Accountancy Data Network “411 Milk” and their relations. The influence of prices on profitability, elasticity of production, effectiveness of long-term assets and resulting cost changes are discussed in particular. Milk profitability was not significantly influenced by different prices in individual states, but variation of prices in time was more important. The production is supposed to grow with delay. Milk yield and number of cows per worker are main determinants of labour productivity growth in in-kind expression. The influence of prices on labour productivity in monetary expression among individual states is not as...

Microeconomic and Geo-physical Data Integration for Agri-environmental Analysis, Georeferencing FADN Data: A Case Study in Italy AgEcon
Fais, Andrea; Nino, Pasquale; Giampaolo, Antonio.
The authors, inside a TAPAS action, have developed a methodology - based on the integration between FADN data with statistical, administrative and cartographic information - to improve the production of statistical data related to agricultural policies impact on land and environment. This methodology allows - using Geographic Information System (GIS) technology - to produce and organise data at geographical level. Data spatially referenced respond to the specific needs of agri-environmental analysis and problems, mostly related to specific areas (environmental vulnerability areas), inside defined boundaries (e.g. river basin). The GIS is implemented with several cartographic layers (Topographic and cadastral maps, land use, soils, water sources, climate,...
