Forest certification, developed in the early 1990s, is a process in which independent assessors grant use of the certification label to producers who meet certain environmental and social criteria set for their forest products. This label was quickly seen to offer a market advantage and to signal corporate social and environmental responsibility. In Finland, the Kiuruvesi municipality is the pioneer in use of local and organic food (LOF) in the statutory municipal catering services. The LOF strategy is based on territorial approach, and it was adopted as one means of enhancing the attractiveness of the remotely located municipality with unfavorable population development. The local policymakers have been fully committed to the strategy, and this has enabled the consistent development during nearly two decades. This article probes a number of recent national policy documents in order to capture how sustainability is perceived and expressed in the context of food and what role is given to the alternative food supplies. The goals of food policy and their realization are discussed by reflecting the results from the policy document analysis against the actual use of alternative food in the statutory municipal catering services in Finland. In the policy documents the concept of sustainable development has remained rather abstract; various dimensions such as food security, affordability and access to food, cultural and health aspects are mentioned, but these are not necessarily identified as elements of sustainability. The study applies qualitative methods to reach a more in-depth understanding of Chinese tourists’ relations to food during their visit to Finland. The main interest is to find out how they perceive food and tourism, local food, environmentally friendly food and organic food during their trip. The preliminary results show that the Finnish food and food culture is not familiar among Chinese tourists and they have difficulties to identify the local food in holiday destinations. Concept of organic food was better understood than environmentally friendly food. Attributes like healthy, safer, natural, green, expensive and luxury were associated to the organic food. Additionally, organic food was considered to fulfill high quality standards. |

Organic production (including agriculture, wild culture, forestry and aquaculture) is a worldwide phenomenon that is practiced in at least 172 countries. The Organics Olympiad presents 14 indices of global organics leadership, each at three levels (Gold, Silver and Bronze). The Organics Olympiad of 2016 yields 29 countries as global organics leaders, and confirms that organics leadership is diversely distributed across countries, large and small, rich and poor, developed and less so, and cuts across linguistic, ethnic and cultural boundaries. As a policy impact research, a number of relevant national policy documents were examined in order to clarify justification and proposed measures in support of organic food and their linkage to the sustainability strivings. The implementation of the goals is discussed by considering the published data on the use of organic food within the public catering sector. Money is usually one of the strongest reasons influencing decision making when choosing between organic and conventional production or usage, both in case of producers and decision makers of municipalities. The results of the survey directed to organic producers in Finland implied that the contribution to profitability of organic farming would be the most effective way to get more farmers to make the decision to convert from conventional to organic production. Naturally there are also many other reasons that affect the decision to make the conversion, for example environmental and health issues. Public catering in Finland has strong historical roots from the 19th century, connected with the rise of the national state, industrialisation, democracy and modern times in general. The school meal system developed hand in hand with work place meal services, and inherently the aim was to offer lateral support for workers' and pupils' activities by healthy and wholesome nutrition. The public catering had initially a strong label of welfare services and implied economical use of ingredients. Later on, the character of public service of the welfare state was emphasised, as public catering was perceived as a way to promote equality between citizens. The interest in research on organic farming grew in the beginning of the 1980s. In 1980, an extensive seven-year-project started in cooperation between several institutions investigating the possibility to improve the efficiency of nitrogen fixation and utilisation of nitrogen fertilisers and cow manure. Two extensive comparative projects began in 1982: (1) conventional and organic cropping systems at Suitia, University of Helsinki and (2) self-sufficient crop rotation and cropping system by the Agricultural Research Centre of Finland at its regional research stations.
