Harnessing the Forces of Urban Expansion - The Public Economics of Farmland Development Allowance AgEcon
Chau, Nancy H.; Zhang, Weiwen.
For decades, rapid urban expansion has led to concerns over the loss of cultivated land in rural China. This contrasts sharply with another salient feature of the Chinese land policy reform landscape that has gone on largely unnoticed - the addition of newly cultivated land in China through land development has consistently exceeded land conversion. In a model featuring fiscal decentralization, local governments as custodians of land use and development, along with a land development allowance policy instituted in 1998, we show that a land development allowance policy can harness the forces of urban expansion to encourage agricultural land development.

Evolution of Income and Fiscal Disparity in Rural China AgEcon
Yao, Yi; Fan, Shenggen.
This paper's goal is to increase the understanding of the income and fiscal inequality trends in rural China. Using a comprehensive county-level panel dataset between 1993 and 2002, we describe the dynamic changes in national, regional and provincial inequality measures for income, fiscal spending and local revenues respectively. We examine how the coastal-inland gap, the inter-province gap, and the gap between poor and non-poor counties contribute to the growth of inequality, and devise a decomposition approach to investigate the order of inter-group inequality's contribution to the overall inequality in a multi-tier hierarchical economy. Our major finding reveals that after a turning point, 1998, most income and fiscal inequality trends started to grow...

Decentralization and development: Emerging issues from Uganda's experience AgEcon
Okidi, John A.; Guloba, Madina.
The current decentralization in Uganda originated in the late 1980s as part of a broader effort to restore state credibility and deepen democracy following several years of political and economic turmoil. Using a detailed legal framework Uganda entrenched political, administrative and fiscal decentralization as a strategy for broad-based growth with poverty reduction. in this paper we review Uganda's decentralization with the objective of highlighting several issues including empowerment of local leaders and residents, experience with local elite capture, improvement of service delivery, promotion of real sector response to improved economic environment, and enhancement of progress towards the MDGs. Our review of the achievements and challenges of Uganda's...

Decentralization in Argentina AgEcon
Habibi, Nadir; Huang, Cindy; Miranda, Diego; Murillo, Victoria; Ranis, Gustav; Sarkar, Mainak; Stewart, Frances.
Human development, reflected in the status of people’s levels of health and education, affects future growth and, in turn, is affected by decentralization. Unlike earlier exclusive emphasis on budgetary issues, this study focuses on the impact of fiscal decentralization on the level of human development. It traces the origin and recent development of revenue-sharing arrangements across Argentina’s provinces over time (1970-94). The study regresses two indicators of health and educational status on two decentralization measures. It highlights the link between decentralization and human development outcomes and suggests that devolutionary decentralization has a positive influence on the effectiveness of public policy directed towards an improvement in the...

Does election lead to populism or elite capture in rural China AgEcon
Shu, Youhua; Chowdhury, Shyamal K..
The nature of the collective ownership may make it easier for the local governments to purse private benefits from the return of the public investments on the collective operation. This may lead to disproportionate allocation of public funds to favour collective-owned operation as opposed to private production, though such allocation did not always benefit the majority of the villagers. The introduction of election in local governments may decrease the extent of her capture from public investments on the collective, for the reason that the village head needs to take not only the private interest but also the votes into her consideration when allocating the public funds. In this paper, we found evidence that the allocation of the public funds is sensitive...
