For decades, rapid urban expansion has led to concerns over the loss of cultivated land in rural China. This contrasts sharply with another salient feature of the Chinese land policy reform landscape that has gone on largely unnoticed - the addition of newly cultivated land in China through land development has consistently exceeded land conversion. In a model featuring fiscal decentralization, local governments as custodians of land use and development, along with a land development allowance policy instituted in 1998, we show that a land development allowance policy can harness the forces of urban expansion to encourage agricultural land development. This paper's goal is to increase the understanding of the income and fiscal inequality trends in rural China. Using a comprehensive county-level panel dataset between 1993 and 2002, we describe the dynamic changes in national, regional and provincial inequality measures for income, fiscal spending and local revenues respectively. We examine how the coastal-inland gap, the inter-province gap, and the gap between poor and non-poor counties contribute to the growth of inequality, and devise a decomposition approach to investigate the order of inter-group inequality's contribution to the overall inequality in a multi-tier hierarchical economy. Unlike earlier exclusive emphasis on budgetary issues, this study focuses on the impact of fiscal decentralization on the level of human development. It traces the origin and recent development of revenue-sharing arrangements across Argentina’s provinces over time (1970-94). This may lead to disproportionate allocation of public funds to favour collective-owned operation as opposed to private production, though such allocation did not always benefit the majority of the villagers.
