The Market for Payment Entitlements in Germany AgEcon
Roeder, Norbert; Kilian, Stefan.
In 2005, Germany implemented CAP decoupled payments. Direct payments were converted into tradable, production decoupled, single farm payments (SFP) by a hybrid model. From 2010 - 2013, there will be a gradual transition to a regional model. The following paper shows the results of an analysis of the market for payment entitlements in Germany between 2005 and June 2007. Data are derived from the German Central IACS database (ZID). In this period 1.2 of the 17 million payment entitlements changed their owner. A closer look at the figures reveals that despite a large difference in the face value of the entitlements, the entitlements are rarely traded in order to optimize farm budget. In most cases, trade of entitlements is directly linked to farm or land...

THE IMPLEMENTATION OF SINGLE PAYMENT SCHEMES IN EUROPEAN UNION COUNTRIES AgEcon
Kroll, Jean Cristophe.
The reform of the CAP in 1999, with extensive revisions in 2003 (Council regulation 1782/2003), was constructed around three central ideas: decoupling, cross-compliance of payments, and modulation. Decoupling, which is specifically analysed in this article, is intended to eliminate all aid linked in one way or another to production, in favour of aid which is completely independent of the production activity. It is encapsulated in the new 2003 regulation by the introduction of the right to a single farm payment (SFP) proportional to farm area, independent of production activities. These new arrangements have been accompanied by much variation in the application of the reform, and the member states have taken great advantage of the extensive room for...

PRESSURE FACTORS AFFECTING LOMBARDY AGRICULTURAL SYSTEM: THE ENVIRONMENTAL CONSEQUENCES OF THE FISCHLER REFORM AgEcon
Bulgheroni, Claudia; Sali, Guido.
This paper presents a regional model, based on Positive Mathematical Programming, which aims to evaluate the consequences of Fischler reform on the agricultural sector of the Lombardy irrigated lowland (Northern Italy). The model main focus is to quantify the agricultural land use changes due to the farmers reaction to the CAP reform main issues, such as single payment, and to simulate possible scenarios for the future. The model takes into account also the Water Frame Directive principles, in order to combine the assessment of both CAP issues and the potential irrigation water supplies reduction, which could deeply affect the area. The model input are obtained by means of the integration between FADN and SIARL (Agricultural Information System of Lombardy...

Which parameters determine farm development in Germany? AgEcon
Roder, Norbert; Kilian, Stefan.
In 2005, Germany implemented the Single Payment Scheme which lead to the conversion of direct payments into tradable, production decoupled, single farm payments. The transition from coupled to decoupled support instruments may impact the rate of structural change. The rate of structural change may accelerate since farms with a high share of income derived from CAP payments will abandon farming and lease their land. However, there are also good reasons why the rate of structural change might decrease especially if farmers do not behave as profit maximizers. In Germany agricultural land use is very heterogeneous with respect to management orientation and productivity even at local level. Most of the concerns related to structural change and development of...
