Thirty French fleets fishing primarily in the Bay of Biscay were defined based on techno-economic input criteria: i) 18 fishing gear or gear combinations ii) the location of fishing grounds visited during a year (<12 nautical miles from coast, beyond 12 nm or both) and iii) total vessel length (<20 m for trawlers and other gears <24 m). The fleets were then characterised in terms of horse power, economic dependence on a list of nine dominant commercial species (sole, Nephrops, sea bass, hake, monkfish, anchovy, cuttlefish, sardine and squid) and their contribution to the landings of these species from the Bay of Biscay. Fishing capacity management policies have been traditionally implemented at national level with national targets for capacity reduction. More recently, capacity management policies have increasingly targeted specific fisheries. French fisheries spatially vary along the French coastline and are associated to specific regions. Capacity management policies however ignore the capital mobility associated with second-hand vessel trade between regions. This is not an issue for national policies but could limit the effectiveness of regional capacity management policies. The Pélagiques Gascogne (PELGAS) integrated survey has been developed by a multidisciplinary team of Ifremer and La Rochelle University scientists since 2000, joined by commercial fishermen in 2007. Its initial focus was to assess the biomass and predict the recruitment success of anchovy in the Bay of Biscay in spring. Taking advantage of the space and versatility of R/V Thalassa II, sampling has been progressively extended to other ecosystem components. The evolution of argentine landings, characteristics of trawl fleets, principal ports, landings per fleet and management unit (north and south of 41°S), areas and fishing seasons are described. Main results show a continuous increase of argentine hake landings as of 1987. Freezers, that operated in the Patagonian zone along the whole year, was the fleet that most contributed to said increase while the ice chilling fleet maintained its level of landings in the period considered. This chapter includes an economic analysis of the small scale fleet of the Mar del Plata harbour, Buenos Aires Province, Argentina. The original study was carried out at the request of the Skippers Fisheries Society to find out the relative efficacy and efficiency of homogeneous groups of associated vessels. Based on the information available, to tune the observed data, assess the relative efficacy and estimate the relative economic efficiency of the fleet, an ad hoc model was designed.
