Since December 1989, Liberia and Sierra Leone have been affected by destructive wars and civil strife pushing some 1,100,000 persons to seek refuge in Guinea, Côte d’Ivoire and Ghana. Approximately one million have been internally displaced in both countries. The conflicts have claimed the lives of more than 150,000 people in Liberia and an unknown number in Sierra Leone. Houses, roads, and social and economic infrastructure have been destroyed and most people have been deprived of their livelihoods. Although Liberia and Sierra Leone have suffered the most from the internal conflicts, Guinea, Côte d’Ivoire and Ghana have been affected since they have had to provide shelter in towns and camps to the refugee population, which has strained local resources....

Ghana with population of 18.4 million (2000), is located on Latitude 4,44’N 11,11’N and longitude 3,11’W, 1,11’E. The country has a total land area of 23,853,900 HA and agricultural land area of 13,628,179 HA. The agricultural sector is the dominant sector in the Ghanaian economy. The total area under cultivation and irrigation are 5,808,600HA and 11,000 HA respectively. Agriculture is predominantly on a small holder basis although there are few large farms and plantations particular for oil palm, coconut, rubber and to a lesser extent rice, maize, and pineapple. Food security policy in a stochastic world AgEcon

Food security may be increased by variance-reducing strategies, by food aid, or by development strategies. This paper uses a Korea CGE model, subjected to random fluctuation in world-prices and domestic food productivity, to evaluate these policies. We find that poverty-reducing development strategies are the most effective food-security strategies.

The objective of this report is to review available evidence on the potential to promote access to food for vulnerable groups in Ethiopia through two main methods: food transfer programs, and appropriate policies influencing the food marketing system. The primary goal of emergency food aid after an economic shock is often to bolster short-term food and nutrition security. However, these transfers also act as insurance against other shock effects, such as destruction of assets and changes in economic activity, which can have lasting deleterious consequences. The cost of operating the Food Security Commodity Reserve as a commodity reserve was compared with the cost of a cash reserve to purchase food aid supplies only in the period of need. Preliminary simulation results reveal the cash reserve to be less costly in almost all cases.

This report discusses the potential for procurement of food aid in local/regional markets to improve the effectiveness of response to food emergency victims. The paper examines the relevance of local/regional procurement (LRP) to donors and the rationale for using it, reviews LRP’s efficiency relative to in-kind food aid and to local prices in the markets in which it occurs (focusing on Africa), proposes a classification of risks involved in LRP, discusses a range of potential LRP modalities, and closes by proposing a framework of guiding principles, information systems, and operational procedures for responsible and effective LRP.

For the southern Africa region, both a grain stocking program and an import insurance program would have reduced food supply variability more than historical food aid during 1970-95. The stocking program and the import insurance program would have been less expensive than food aid from a donor point of view. These options may be attractive policy alternatives for donors and countries in other regions, given the decline in food aid budgets in recent years and projections of rising global food gaps.

By law, US food aid relies on commodity procurement in the US. A powerful political coalition of US farm groups, shippers and relief agencies vigorously supports these in-kind food aid donation. As an alternative, local procurement of food aid, in Africa, has attracted growing interest because of its potential to reduce landed costs and speed delivery times. Food Aid Allocation Policies: Donor Coordination and Responsiveness to the Needs of Recipient Countries AgEcon

This study employs a multivariate Tobit model to investigate whether food aid flows of the main donor countries – USA, EU (Community Aid and Member States), Canada, Japan and Australia – respond to recipient countries’ needs and the extent to which the donors interact in their food aid allocation. The response of global food aid is also analyzed with a censored least absolute deviation (CLAD) model to highlight the overall performance of aggregate food aid. The empirical results generally indicate that both global and bilateral food aid are effective instruments in improving food security at the national level in recipient countries. The current global agreement governing food aid—the Food Aid Convention (FAC)—will expire in 2007. It has come under heavy criticism as has the diffuse set of broader food aid governance institutions that has emerged in the last 50 years. These institutions are characterized by overlapping mandates, differing degrees of authority and legitimacy, varied levels of transparency in decision-making, and problematic representation of the major stakeholders. The objective of this paper is to identify factors that can improve the ability of future local purchase activities to achieve a range of national food policy objectives. This analysis reviews the design and implementation of 1996 local purchase activities in Ethiopia in relation to three key policy objectives: price stabilization for farmers; promoting the development of a competitive and low-cost food marketing system; and procuring food aid resources in a cost effective manner.
