Rebates from infant formula manufacturers to State agencies that administer the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) support over one-quarter of all WIC participants. However, concerns have been raised that WIC and its infant formula rebate program may significantly affect the infant formula prices faced by non-WIC consumers. This report presents findings from the most comprehensive national study of infant formula prices at the retail level. Buyer Alliances as Countervailing Power in WIC Infant-Formula Auctions AgEcon

State WIC agencies in infant-formula procurement auctions receive lower bids and final prices when they are in buyer’s alliances than when they are unallied. The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) uses an auction to procure infant formula. Manufacturers bid on the right to be an agency’s sole supplier by offering a rebate on formula sold through WIC. A theoretical model of rebates shows that bidders may shade their bids and extract surplus from agencies. An empirical estimation shows that bids are lower to alliances suggesting that alliances countervail the power of bidders to extract surplus.

DO FOOD ASSISTANCE PROGRAMS IMPROVE HOUSEHOLD FOOD SECURITY?: RECENT EVIDENCE FROM THE UNITED STATES AgEcon

Food assistance programs play an important role in meeting the basic needs of low income households. This paper examines the interaction among food stamps, labor force participation and food insecurity status of low-income households under different program design and economic conditions. A simultaneous equation model with three probit equations links the program, work force participation and outcome. Results based on the Survey of Program Dynamics data suggest that Food Stamp Program participation is more responsive to changes in the program benefits than to changes in unemployment rate or nonlabor income; food insecurity status is more responsive to changes in the food program benefit or unemployment rate, than to nonlabor income.

USDA's Farm Service Agency (FSA) purchases food products for distribution through several of the Department's food assistance programs. This report describes FSA purchase methods and compares them to procurement strategies used by other Federal agencies and by private sector firms. It summarizes the principal policy issues faced by FSA in designing procurement strategies. And it uses a detailed statistical analysis to compare FSA prices to those realized in the private sector, and to identify the separate effects of agricultural commodity prices, seasonality, client location, purchase volumes, product characteristics, and competition on FSA product prices.

The Food Costs of Healthier School Lunches AgEcon

The U.S. Department of Agriculture proposed and adopted a new set of meal pattern requirements for the National School Lunch Program that will allow schools to claim 6 cents more in lunch reimbursement rates. This study analyzes the food costs of school menus in 2005 that met many of the proposed requirements. Overall, schools that served more, and more diverse, non-starchy vegetables had higher average food costs, and schools that served menus with lower calories had lower food costs. The National School Lunch Program: Background, Trends, and Issues AgEcon

The National School Lunch Program (NSLP) is the Nation’s second largest food and nutrition assistance program. In 2006, it operated in over 101,000 public and nonprofit private schools and provided over 28 million low-cost or free lunches to children on a typical school day at a Federal cost of $8 billion for the year. This report provides background information on the NSLP, including historical trends and participant characteristics. It also addresses steps being taken to meet challenges facing administrators of the program, including tradeoffs between nutritional quality of foods served, costs, and participation, as well as between program access and program integrity.

While there is mixed evidence of the impact of food assistance programs on obesity, there is general agreement that the food-insecure are at higher risk of obesity and obesity-related diseases. Food assistance programs, originally designed to overcome a lack of available food, now need to confront a very different problem: how to provide for the food-insecure while encouraging healthy lifestyles. This paper examines the potential to address these competing needs using traditional economic policies (manipulating information or prices) versus policies engaging behavioral economics and psychology.

During a typical month in 2001, food pantries served about 12.5 million people, and emergency kitchens served about 1.1 million people. Food pantries and emergency kitchens play an important role in feeding America's low-income and needy populations. These organizations are part of the Emergency Food Assistance System (EFAS), a network run largely by private organizations with some Federal support. This report presents findings from a national study of EFAS clients, which surveyed clients who received emergency food assistance from selected food pantries and emergency kitchens. This report develops an economic model that provides the theoretical framework for the econometric analyses presented in the report's companion volume, WIC and the Retail Price of Infant Formula (FANRR-39). The model examines supermarket retail prices for infant formula in a local market area, and identifies the theoretical effects of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) and its infant formula rebate program. The Role of Media Outreach and Program Modernization in the Growth of the SNAP Caseload AgEcon

This research seeks to understand the role of information, in the form of media campaigns, and changes in transaction costs, in the form of online applications and call centers, in the growth in county-level SNAP caseloads. We find that SNAP radio advertisements are associated with a small increase in the SNAP caseload, though the magnitude of the estimates are sensitive to the econometric specification. The SNAP television ads, which were run only in 2006, are negatively correlated with caseloads. We find evidence of endogeneity in the placement of the advertising campaigns, leading to a positive bias in the estimated effect of the radio ad campaigns and a negative bias in the estimated effect of the TV ad campaigns. Changing Participation in Food Assistance Programs Among Low-Income Children After Welfare Reform AgEcon

In 1996, the safety net for poor households with children fundamentally changed when Federal legislation replaced Aid to Families with Dependent Children (AFDC) with Temporary Assistance for Needy Families (TANF). This study investigates participation in, and benefits received from, AFDC/TANF and food assistance programs, before and after the legislation, for children in low-income households (income below 300 percent of the Federal poverty line). The results show that, between 1990 and 2004, the share of children receiving food stamp benefits declined, most notably among children in the poorest households (income below 50 percent of the Federal poverty line).
