The main hurdle to achieving food security in Latin America and the Caribbean is the inability of many poor families to access the foods necessary for a healthy diet, in a context in which food prices and family incomes are fundamental determinants. Animal husbandry plays a key role in the food security of the region, providing products rich in high-quality proteins and micronutrients and is vital for millions of households that depend on livestock for their livelihoods to generate income and have access to basic services. Furthermore, the production and trade of livestock products contributes to the stabilization of the food supply, acting as a buffer during economic crises and disasters both at the individual and community levels. Evaluating the impact on market performance of investments in agricultural market information systems (MIS) face several methodological challenges. These fall into two broad categories: (a) defining the dimensions of market performance to measure (which is a function of whom the MIS is designed to serve) and identifying reliable indicators of those performance dimensions, and (b) identifying the causal effects of the MIS. This synthesis revisits the "maize success story" in Sub-Saharan Africa, drawing selectively from an extensive published literature about maize seed technical change and related policies. The review focuses on the countries of Kenya, Zimbabwe, Zambia, and Malawi, where maize is most important in the food economy, and refers to the period when maize became a dominant food crop through the 1990s. The term "success" is equivocal in this case, both because of the difficult of establishing the appropriate counterfactual and because some of the policies that contributed to success in one period later led to decline. On the occasion of IFPRI's 25th anniversary, the author has selected a few subjects where the Institute has made an important and recognized contribution to food policy research, either by itself or, more frequently, with others. In each case the topic has broad application and the research includes innovative conclusions or methodology. This has necessarily meant looking more to the past than the present, although in many cases the work is continuing and promises a good deal more, in addition to what has already been achieved.
