EU Trade Policies: Benchmarking Protection in a General Equilibrium Framework 31

This paper deals with the EU's trade policy with two objectives: on the one hand, we study the performance of EU's preferential agreements in granting their partners improved market access; on the other hand, we assess the extent to which domestic sectors are effectively protected. As far as the first objective is concerned, we construct bilateral indicators of protection based on the applied tariffs faced by each exporter. In order to do this, an index of trade policy restrictiveness is computed, using the Mercantilistic Trade Restrictiveness Index as the tariff aggregator. The Effects of Alternative Proposals for Agricultural Export Subsidies in the Current WTO Round 31

The article is aimed at assessing the impact of reducing and/or eliminating EU export subsidies within the next WTO round. The Global Trade Analysis Project (GTAP) model and database are employed to study the effects of the two main proposals put forward on this matter by the EU and the U.S. Results of the simulations confirm the common knowledge that the elimination of EU export subsidies would bring about increases in prices, exports and production for several net exporters of agricultural products. At the same time, such effects are all relatively small in size, particularly the effects on trade, production and welfare, even under the more radical scenario that simulates the elimination of export subsidies. Modelling the impacts of multilateral agricultural trade liberalization on the EU 31

The objective of this paper is to explore the implications of domestic policy reforms and trade liberalisation on EU and global agricultural markets by utilising the GTAP model. The results suggest that CAP reforms in conjunction with the removal of export subsidies and tariff reductions according to the proposals from the EU and the US in the WTO would decrease EU's production, reduce EU's exports, and increase EU's imports in almost all the examined agricultural products. For countries such as Australia, the US, and the MERCOSUR group, higher world prices stimulate domestic agricultural production, partly offsetting the EU output decline.

In 2006 the EU decided to abandon its moratorium on negotiating new free trade agreements. Since then, numerous negotiations have been started. In particular, the EU joined in the scramble for preferential market access in Asia, starting bilateral negotiations both with individual countries, as in the case of India and South Korea, and with regional subgroupings, such as the Association of Southeast Asian Nations (ASEAN). In this paper, we use a computable general equilibrium (CGE) model to assess the effects of the possible agreements between the EU and the Asian countries. Handels- und Budgeteffekte der WTO-Agrarverhandlungen in der Doha-Runde: Der revidierte Harbinson-Vorschlag 31

A great deal of attention is currently being paid to the discussion of the reform of global agricultural trade. In this paper, the effects of the revised Harbinson paper (March 2003) are analysed with an extensively extended GTAP model. With the help of a base run, projections are implemented in the form of economic developments as well as already enacted EU policy reforms and measures (Agenda 2000, Mid-Term Review, EU enlargement, EBA agreement) from 1997 to 2014. The base run is compared with a scenario simulating the Doha Round of the WTO based on the revised draft of the Harbinson proposal.
