Weighted Goal Programming and Penalty Functions: Whole-farm Planning Approach Under Risk 31

The paper presents multiple criteria approach to deal with risk in farmer’s decisions. Decision making process is organised in a framework of spreadsheet tool. It is supported by deterministic and stochastic mathematical programming techniques applying optimisation concept. Decision making process is conceptually divided into seven autonomous modules that are mutually linked up. Beside the common maximisation of expected income through linear programming it enables also reconstruction of current production practice. Income risk modelling is based on portfolio theory resting on expected value, variance (E,V) paradigm. Evading Farm Support Reduction via Efficient Input Use: The Case of Greek Cotton Growers 31

The present paper examines the importance that efficient resource use may have for cotton growers under the current EU policy regime. To that end, input-oriented technical and scale efficiency score for a sample of 172 cotton-growing farms are empirically quantified. The results suggest that cotton farms in the sample are not efficient mainly due to the nature of the policy regime governing the sector throughout EU. By becoming efficient, the co-responsibility levy will be reduced by 18.3% and farms may increase their profits by 50.1% on the average.

The valuation of these goods can be a relevant element for the conservation and improvement, though the intangible and inmaterial aspects of environmental asseets difficult the utilisation of the traditional methods of valuation. This work presents a methodology for the valuation of those assets combining multi-criteria methods, the Analytic Hierarchy Process and the Goal Programming and traditional method the Discounted Cash Flows. The combinatio of both techniques allows extracting and indicator of the Total Economic Value (TEV) of an environmental asset, as well as of each partial value which make up the TEV, including tangible and intangible elements. Multiple product inventories of forests require accurate estimates of the diameter, length and volume of each product. Taper functions have been used to precisely describe tree form, once they provide estimates for the diameter at any height or the height at any diameter. This study applied a goal programming technique to estimate the parameters of two taper functions to describe individual tree forms. The goal programming formulation generates parameters that minimize total absolute deviations (MOTAD). These parameters generated by the MOTAD method were compared to those of ordinary least squares (OLS) method.
