The impact of identity preservation (IP) for genetically modified grains (GMOs) on the grain handling system for a typical region in the Eastern Corn Belt is examined. A cost minimizing linear programming model of the transshipment system from farms to grain elevators to grain users tracks shipments and costs through the marketing system. This study compares two different grain segregation strategies: segregating grain within the elevator and designating specific elevators as IP-only facilities. As the cost per unit for grain segregation increases, the designated plant strategy becomes the most cost efficient strategy. The Canadian grain handling and transportation system has undergone substantial change in recent years, particularly since the elimination of rail subsidies in 1995. Competitive pressures and branch line abandonment have forced many primary elevators to close, while scores of new high-throughput elevators have been constructed across the Prairies. Rationalization of the grain handling system and proposals for further deregulation of rail transportation are driven by the need to improve system efficiency. Policy recommendations of the Estey Report (notably, the elimination of rail rate caps, and 'port buying' by the Canadian Wheat Board) would have important consequences for the grain trade and are contentious issues within Canada. Patricia; Ishdorj, Ariun. An important dimension of product differentiation and segregation for specialty crops is the added handling and transaction costs incurred. Some forms of business organization may realize lower costs of providing such services, and if specialty crop production is growing relative to commodity production, these two factors may have implications for industry structure. We use data from an Iowa grain handling survey to test hypotheses developed in the non-empirical transaction-costs literature with respect to organizational and financial governance of cooperatives and private and corporate firms. Preliminary results are discussed with respect to business organizations, added costs, investments, crops, and contracting.
