Zur Bedeutung von EU-Direktzahlungen für landwirtschaftliche Unternehmen in Ungarn AgEcon
Hinners-Tobragel, Ludger; Keszthelyi, Krisztian.
Direct payments are a controversial issue in the accession negotiations. While the EU proposes reduced payments the accession countries claim that they should be equally treated as the present EU members. The present study, based on micro-simulations on the farm level, shows impacts of various policy options (ranging from non-accession to the granting of full direct payments) on the production structure and profitability of Hungarian agricultural enterprises. For most products prices are expected to be higher in 2004 than in the reference year, 2001. EU accession will have an additional positive effect on the prices of all products. Direct payments would further increase farm profits. In particular crop producers would benefit (due to the increase in the...

The social, economic and environmental impact from a hypothetical reduction in direct payments in Hungary AgEcon
Dorgai, Laszlo; Udovecz, Gabor.
Within the context of CAP reform slated to begin in 2013, several Member States have already proposed a significant cutback in direct payments. This paper contends that such measures would have broad and harsh consequences not only for Hungarian agriculture, but also for the nation’s rural employment and natural environment, ultimately leading to an increase in regional tensions.

Analysis of agri-environmental measures in Hungary – a regional perspective AgEcon
Katona-Kovacs, Judit.
The hypothesis behind this paper is that agri-environmental measures (AEMs) in Hungary, and probably in the other EU New Member States, are not merely substitutes for traditional agricultural subsidies, but measures which could support rural development and encourage environmentally sustainable agricultural production. The first part of this paper examines concepts closely related to AEMs, as well as the place of AEMs in regional, rural, and agricultural development policy. The second part shows how agri-environmental measures have gained ground in Hungary. The third part presents the results of an analysis of the Hungarian AEMs’ database. Finally, based on the literature and analysis findings, it is suggested that, for sustainable development, one needs...
