For over twenty years, a voucher system has been used in Chile to promote competition in the educational system between public and private schools. Attending a private subsidized school is associated with increased standardized test scores, but the apparent impact is relatively small. Controlling for school choice using a supply-side instrument (school availability at community level) implies substantially larger impacts of the voucher system. Esto responde a que el nivel del gasto público en educación es tan bajo que en muchos casos las escuelas simplemente no podría operar sin la contribución de los padres. Despite the fact that 529 College Savings Plans have existed for over a decade, there has been limited scholarly attention on investment questions related to this savings vehicle. In some of the first academic literature on this topic, Alexander and Luna (Supplement 2005) identified a surprising relationship between 529 College Savings Plan participation and plan fees. They found a positive relationship between participation rates and fees. While they link this counterintuitive result to plan marketing efforts by brokers, I propose an alternative view.
