Payment scheme for environmental services as a management strategy to regulate artisanal fishing in the Integrated Management District Cispata, Colombia 50

ABSTRACT Marine and coastal ecosystems are characterized as highly productive areas in terms of the benefits they provide to humanity, with food provision being one of the most important. In 2018, in the Cispata Integrated Management District (DMI Cispata), due to the decrease in fishing resources, artisanal fishermen signed agreements for the recovery of the resource; however, they have not been implemented for various reasons. This study shows the viability of a Payment Scheme for Environmental Services as an alternative to induce compliance with fishing agreements. The analysis developed here indicates that the DMI Cispata fulfills the necessary conditions to implement this economic instrument benefiting 20 fishing organizations in the area.

Improving animal health and incentive of hygiene management: Case study in Vietnam 19

Incidence of animal diseases, such as Hog Cholera and Pasteurella, was found in our field survey of 100 pig farmers in T.T.Hue province in Vietnam Thirty five (36%) of surveyed farmers are in poverty according to the 2005 poverty standard in Vietnam. Low income farmer has a large income share from pig production. We suggest that the increase of pig deaths in low income farms will raise the risk to fall into poverty. Improvement of animal health service, especially for low income farmers, will be important for poverty reduction in rural area in Vietnam. Vietnamese pork distribution is in a state of so-called information asymmetry. How Policy Affects Incentives and Contract Duration in Biomass Production 31

Policies such as Biomass Crop Assistance Program (BCAP) which aim to assist farmers with biomass production may act as a double-edged sword. On one hand, they lure farmers to adopt biomass production in the short term. On the other hand, they can’t be irresponsible for farmers’ abandonment of biomass production in the long run. The paper sharpens this idea in a principal-agent setting and argues that by offering a timely loyalty premium the agents’ take-and-run behavior can be mitigated. Moreover, the model shows that effort and investment in human capital are increasing in loyalty premium when agents decide to continue providing biomass after testing-water contract expires.

Incentive Payment Programs for Environmental Protection: A Framework for Eliciting and Estimating Landowners' Willingness to Participate 31

This paper considers the role of incentive payment programs in eliciting, estimating, and predicting landowners' conservation enrollments. Using both program participation and the amount of land enrolled, we develop two econometric approaches for predicting enrollments. The first is a multivariate censored regression model that handles zero enrollments and heterogeneity in the opportunity cost of enrollments by combining an inverse hyperbolic sine transformation of enrollments with alternative-specific correlation and random parameters. The second is a beta-binomial model, which recognizes that in practice elicited enrollments are essentially integer valued.
