Effects of contracts and work relationships on salaries and income distribution of workers in the Chilean agricultural sector, 1996 and 2006 Ciencia e Investigación Agraria
Campos,Jorge; Foster,William.
During the past thirty years the Chilean economy generally and agriculture specifically have grown considerably, raising both per capita GDP and observed real wages of salaried workers. There has been, however, a concern about the country's persistent unequal distribution of income. Among the possible factors associated with income inequality is the relatively infrequent use of contracts in seasonal and occasional work, both strongly present in agriculture. Based on Chilean household surveys (CASEN) for 1996 and 2006, impacts of contracts and work relationships (permanent, seasonal, etc.) on salaries, and their possible contributions to inequality, were measured, accounting for schooling, ethnicity, work experience, geographic zones, and other variables...

People, Power, and the Coast: a Conceptual Framework for Understanding and Implementing Benefit Sharing Ecology and Society
Wynberg, Rachel; Environmental Evaluation Unit, Department of Environmental and Geographical Science, University of Cape Town; rachel.wynberg@uct.ac.za; Hauck, Maria; Environmental Evaluation Unit, Department of Environmental and Geographical Science, University of Cape Town; MHauck4@gmail.com.
The concept of benefit sharing has seen growing adoption in recent years by a variety of sectors. However, its conceptual underpinnings, definitions, and framework remain poorly articulated and developed. We aim to help address this gap by presenting a new conceptual approach for enhancing understanding about benefit sharing and its implementation. We use the coast as a lens through which the analysis is framed because of the intricate governance challenges which coastal social–ecological systems present, the increasing development and exploitation pressures on these systems, and the growing need to improve understanding about the way in which greater equity and reduced inequalities could reduce conflicts, protect coastal ecosystems, and ensure...

A new approach to determine the distributional effects of quota management in fisheries ArchiMer
Bellanger, Manuel; Macher, Claire; Guyader, Olivier.
Quota allocation mechanisms have distributional effects that are highly relevant to the economic organization of fisheries. In France, where fishing allocations are non-transferable, quotas are shared among Producer Organizations (POs) based on the historical landings of their members. Each PO is then responsible for implementing their own internal rules that provide individual or collective allocations to their members. This study investigates the distributional effects of the various quota management systems adopted by POs on quotas and production for the Bay of Biscay sole fishery. A comparison between initial allocations by vessel based on historical landings and actual observed landings is presented. Inequality metrics are used to quantify...

Welfare distribution and poverty in Uganda, 1992 to 2000 AgEcon
Okidi, John A.; Okwi, Paul O.; Ddumba-Ssentamu, John.
This study covers a period of far-reaching economic reform policies and programs in Uganda. Measures of inequality and stochastic dominance analysis are applied to a series of regionally representatives national household surveys data to shed light on the patterns of inter-temporal changes in levels and distribution of welfare in Uganda. Stochastic dominance analysis of welfare distribution reveals that Ugandan households were better off in 2000 and 1997 than in 1992 irrespective of the choice of a poverty line. Using a sub-regional panel data set that was constructed on the basis of rural/urban categorization we estimate elasticities of poverty with respect to growth to illustrate that deliberate policies focusing on welfare distribution would...

FIFTY YEARS OF REGIONAL INEQUALITY IN CHINA: A JOURNEY THROUGH REVOLUTION, REFORM AND OPENNESS AgEcon
Kanbur, Ravi; Zhang, Xiaobo.
This paper constructs and analyses a long run time series for regional inequality in China from the Communist Revolution to the present. There have been three peaks of inequality in the last fifty years, coinciding with the Great Famine of the late 1950s, the Cultural Revolution of the late 1960s and 1970s, and finally the period of openness and global integration in the late 1990s. Econometric analysis establishes that regional inequality is explained in the different phases by three key variables--the ratio of heavy industry to gross output value, the degree of centralization, and the degree of openness.

Effects of Changes to Farm Program Payment Policies on the Distribution of Payments and Income Inequality of Farm Households AgEcon
Durst, Ron L.; El-Osta, Hisham S..
In recent years, increasing attention has focused on the distribution of government payments, especially the share of payments that go to large farms and high-income farm households. Farm commodity program payment limits were first introduced in the Agricultural Act of 1970. The Farm Security and Rural Investment Act of 2002 for the first time supplemented program payment limits with a cap on the income farmers could earn and still receive farm program payments. The 2008 Farm Act tightened payment limitations on some producers and replaced the total adjusted gross income (AGI) limit with separate lower caps for the farm and nonfarm components of AGI. This research uses data from the Agricultural Resource Management Survey (ARMS), a survey of farm...

Using the Law to Change the Custom AgEcon
Aldashev, Gani; Chaara, Imane; Platteau, Jean-Philippe; Wahhaj, Zaki.
We build a simple model of legal dualism in which a pro-poor legal reform, under certain conditions, causes the conflicting custom to go some way toward producing the change intended by the legislator. It then acts as an "outside anchor" that exerts a "magnet effect" on the custom. We illustrate this insight using examples on inheritance, marriage, and divorce issues in Sub-Saharan Africa and India. We also characterize the conditions under which a moderate pro-poor reform is more effective than a radical reform.

Has Economic Growth in Mozambique Been Pro-Poor? AgEcon
James, Robert C.; Arndt, Channing; Simler, Kenneth R..
Using 1996–97 and 2002–03 nationally representative household surveys, we examine the extent to which growth in Mozambique has been pro-poor. While all sections of society enjoyed a rapid annual increase in consumption between the sample periods, the rate of growth in consumption was slightly higher for richer households. This has led to a moderate increase in inequality at the national level, as demonstrated by the rise in the Gini coefficient from 0.40 to 0.42. However, this slight increase in inequality is not statistically significant, and its impact on poverty reduction efforts is small: the poverty headcount would have been 53.0 percent in 2002–03 if all sections of society had enjoyed the mean growth rate in consumption, compared with the 54.1...

Extending Theil's Inequality Index: Addressing Dynamic Convergence in the OECD AgEcon
Weatherspoon, Dave D.; Seale, James L., Jr.; Moss, Charles B..
Theil’s inequality index is used to measure convergence in 14 Organization for Economic Cooperation and Development (OECD) countries in terms of per capita income, per capita government and investment expenditures, and industrial employment. Results indicate that all four variables have converged over the sample period, 1950-1988. Next, the indices of the four variables are made dynamic by using pairwise cointegration and Johansen’s I(2) multi-cointegration tests. These tests indicate that the four inequalities are cointegrated; that is, there exists a long-run equilibrium between the four inequalities of the 14 OECD countries. However, the inequality in per capita government expenditure has no effect on the G-7 equilibrium when analyzed without the...

Relative Income, Network Interactions and Social Stigma AgEcon
Chen, Xi; Zhang, Xiaobo.
Blood donation with compensation is considered as a social stigma. However, more people in the reference group donate blood often leads to less moral concern and more followers. Therefore, the behavior is likely to be influenced through one’s interactions with neighbors, friends and relatives. Meanwhile, relative income may affect the motives for blood donation through increasing mistrust and stress. The motives might be stronger for households of lower social rankings. Utilizing three-wave census-type panel data in 18 villages in rural western China, two identification strategies, instrumental variable and network-based identification, are implemented to estimate the effect of social interactions. Both community-specific and household-specific relative...

Gender Inequality, Poverty and Human Development in Kenya: Main Indicators, Trends and Limitations AgEcon
Kiriti, Tabitha; Tisdell, Clement A..
Indicators of gender inequality, poverty and human development in Kenya are examined. Significant and rising incidence of absolute poverty occurs in Kenya and women are more likely to be in poverty than men. Female/male ratios in Kenyan decision-making institutions are highly skewed against women and they experience unfavourable enrolment ratios in primary, secondary and tertiary institutions. The share of income earned by women is much lower than men's share. General Kenyan indicators highlight declining GDP per capita, increased poverty rates especially for women, reduced life expectancy, a narrowing of the difference in female/male life expectancy rates, increased child mortality rates and an increase in the female child mortality rates. This...

Does Non-Farm Income Increase Farm-Household Income Inequality? Evidence from Three Continents AgEcon
Kimhi, Ayal.
This paper performs inequality decomposition by income sources using data from three different continents, using a unified inequality decomposition approach. Household survey data from Ethiopia, Georgia and Korea are used for this purpose, and the uniform result is that non-farm labor income is an equalizing source of income, in the sense that increasing non-farm labor income by 1% uniformly results in a lower Gini index of inequality. These results shed light on the processes that affect farm-household inequality under various geographical, economic and institutional conditions, and imply that policy directed towards non-farm income sources could not only raise rural incomes on average but also potentially reduce inequality, i.e., be pro-poor.

Labor Market Competitiveness and Poverty AgEcon
Goto, Hideaki.
How does labor market competitiveness frame the impact of greater labor productivity and lower inequality on poverty? Specifically, does greater competitiveness increase the impact of higher labor productivity and lower inequality on poverty reduction? In a simple model, we show that there is complementarity between competitiveness and productivity – the greater is one, the larger is the impact of the other. This suggests that improving labor market competitiveness is worthwhile not only for its own sake, but because it improves the transmission mechanism from productivity increases to poverty reduction. We also derive precise conditions under which there is a similar complementarity between equality and competitiveness in poverty reduction.

Irrigation, poverty and inequality in rural China AgEcon
Huang, Qiuqiong; Dawe, David; Rozelle, Scott; Huang, Jikun; Wang, Jinxia.
This paper examines the impact of irrigation on rural incomes, poverty and the income distribution in rural China. The relationship between irrigation and income is examined using descriptive statistics and multivariate analysis. A simulation approach is used to explore the impact of irrigation on poverty incidence. To uncover the effect of irrigation on the income distribution, inequality is decomposed by source of income, by group according to access to irrigation and by estimated income flows as a result of specific household characteristics. The results show that irrigation increases income and reduces poverty and inequality.
