Weak feedbacks, governance mismatches, and the robustness of social-ecological systems: an analysis of the Southwest Nova Scotia lobster fishery with comparison to Maine Ecology and Society
Barnett, Allain J. ; Arizona State University; ajbarnet@asu.edu; Anderies, John M; Arizona State University; m.anderies@asu.edu.
The insights in Governing the Commons have provided foundational ideas for commons research in the past 23 years. However, the cases that Elinor Ostrom analyzed have been exposed to new social, economic, and ecological disturbances. What has happened to these cases since the 1980s? We reevaluated one of Ostrom’s case studies, the lobster and groundfishery of Port Lameron, Southwest Nova Scotia (SWNS). Ostrom suggested that the self-governance of this fishery was fragile because the government did not recognize the rights of resource users to organize their own rules. In the Maine lobster fishery, however, the government formalized customary rules and decentralized power to fishing ports. We applied the concepts of feedback, governance...

Balancing Accuracy and Meaning in Common-Pool Resource Theory Ecology and Society
Cox, Michael; School of Public and Environmental Affairs, Indiana University; Workshop in Political Theory and Policy Analysis, Indiana University; miecox@indiana.edu.
Common-pool resources are managed in complex environments that are amenable to understanding, analysis, and management at multiple levels. This paper develops a heuristic criterion to identify the costs and benefits of adopting various levels of analysis when constructing theory for common-pool resource management. It argues that there is no single optimal level for such analysis. Instead, a trade-off is posed where theories at higher levels tend to be more accurate but less meaningful than theories at lower levels.

Social-ecological system framework: initial changes and continuing challenges Ecology and Society
McGinnis, Michael D.; Indiana University; mcginnis@indiana.edu; Ostrom, Elinor; Indiana University; workshop@indiana.edu.
The social-ecological system (SES) framework investigated in this special issue enables researchers from diverse disciplinary backgrounds working on different resource sectors in disparate geographic areas, biophysical conditions, and temporal domains to share a common vocabulary for the construction and testing of alternative theories and models that determine which influences on processes and outcomes are especially critical in specific empirical settings. We summarize changes that have been made to this framework and discuss a few remaining ambiguities in its formulation. Specifically, we offer a tentative rearrangement of the list of relevant attributes of governance systems and discuss other ways to make this framework applicable to policy settings...

The Development of the Willingness to Cooperate: Collective-Action under the Light of the Constructivist Conception of Adult Development AgEcon
Meyer, Leandro Fredrico Ferraz; Braga, Marcelo Jose.
The paper presents experimental results connecting the participant’s behaviors in a common-pool resource dilemma, including communication and sanctioning conditions, with the constructs in a selected theory of adult personality systems development including value judgment and moral reasoning.

An analytical framework for soil degradation, farming practices, institutions and policy responses AgEcon
Prager, Katrin; Schuler, Johannes; Helming, Katharina; Zander, Peter; Ratinger, Tomas; Hagedorn, Konrad.
There is a lack of knowledge about the effectiveness and efficiency of soil conservation policies in agriculture and little understanding of how policy measures should be designed to encourage farmers to adopt soil conservation practices. This paper analyzes institutional settings surrounding agricultural soil management in ten European countries based on the Institutions of Sustainability framework. This framework considers the interdependencies between ecological and social systems, taking into account environmental conditions, farming practices impacting on soil conservation, different types of actors, policies, institutions and governance structures. The purpose of this paper is to describe the analytical framework and the methodology that all case...
