Evaluating Target Achievements in the Public Sector: An Application of a Rare Non-Parametric DEA and Malmquist Indices AgEcon

This paper provides an assessment of the extent to which targets set by a public authority are achieved by its operational units. A rare DEA framework and its subsequent Malmquist indices are applied on data comprising 19 units over a four year period of 1996 to 1999. The mean efficiency scores by which targets are achieved across the sample years are moderate, in the range 0.81 to 0.93. Average productivity progress across the sample years has been 26 percent. The results illustrate the usefulness of DEA even when there are no inputs and the decomposable Malmquist index for productivity is an asset in exploring causes of productivity growth.

Competition In or For the Field: Which Is Better? AgEcon

In many circumstances, a principal, who wants prices to be as low as possible, must contract with agents who would like to charge the monopoly price. This paper compares a Demsetz auction, which awards an exclusive contract to the agent bidding the lowest price (competition for the field) with having two agents provide the good under (imperfectly) competitive conditions (competition in the field). We obtain a simple sufficient condition showing unambiguously which option is best. The condition depends only on the shapes of the surplus function of the principal and the profit function of agents, and is independent of the particular duopoly game played ex post. Determinants of Profitability Performance: An Analysis of Class I Railroads in the United States AgEcon

The purpose of this study was to estimate the impact of internal and external variables on the net profit margins of Class I railroads for the period 1996-2009. Parameter coefficients show that market concentration had a significant and negative impact on the net profit margins of the carriers.

Evaluating the Competitive Effects of the Commodity Groups Originated by Class I Railroads in the United States AgEcon

Dynamic shift-share analysis reveals that national growth effects were positive while industrial mix, competitive, and allocation effects were negative. Results also show the time(technology) variable were significantly and positively related to the competitive effects for coal, chemical products, food products, nonmetallic products, petroleum products, metallic ores, and other products.

Evaluación de la concesión del Puerto de Matarani: ¿quién ganó y quién perdió? AgEcon

En el contexto de un proceso de concesiones portuarias paralizado y de un debate acerca de la conveniencia de retomarlo, este estudio evalúa el desempeño del terminal de Matarani, administrado desde 1999 por la empresa Terminal Internacional del Sur S.A. (TISUR), y único puerto peruano entregado en concesión hasta el momento. El objetivo es evaluar las características del proceso de concesión, estimar su impacto en la economía e identificar las implicancias de entregar en concesión otros puertos del país. Con este fin, se analizó el modelo utilizado para introducir la participación privada, se examinó si existe evidencia de una mejor operación del puerto con la concesión y se estimó el impacto sobre el bienestar de cada grupo involucrado.
