Moving from ‘land titling’ to ‘land governance’: The case of the Kyrgyz Republic AgEcon

There is a growing recognition that well-defined and enforceable property rights to land are important for a range of economic and social functions. To assess land governance at the country level, the World Bank has elaborated a diagnostic tool based on empirical indicators that aims to identify areas for improvement and that could be used to monitor progress in the land sector. This tool, the Land Governance Assessment Framework (LGAF), was first tested in Peru, Ethiopia, Tanzania, Indonesia and in the Kyrgyz Republic, and is currently being implemented in a number of other countries worldwide. A magyarországi földpiac liberalizációja mellett számos érv szól. Ilyen elsősorban, hogy a belföldi piacot kellene mielőbb szabaddá tenni, azaz a földvásárlási és tulajdoni korlátozásokat megszüntetni az erőteljesebb mezőgazdasági fejlődés érdekében. A külföldiek földvásárlási tilalmának megszüntetését nemcsak az EU szabad áru,- személy- és tőkeforgalomra vonatkozó irányelvei és jogszabályai követelik meg, hanem a kapitalizmus szabad áruforgalomra, vagyontárgyak és szolgáltatások forgalmára vonatkozó piaci törvényei is. Az újonnan belépett országok többsége már számottevően oldotta, illetőleg teljesen megszüntette a föld szabad forgalmára vonatkozó korlátozásokat. Life annuity program in Romania: is the indemnity high enough to be efficient? AgEcon

Romania bears the marks of the country’s former land policies : 36% of the active population is involved in agricultural activity. In addition, the agricultural land is characterized by excessive land fragmentation (approximately 2 ha per holding). In the context of a strong will to stimulate the land market and to encourage competitiveness by modernizing the production systems, the Ministry of Agriculture in 2005 decided to implement a specific policy : the life annuity subsidy. This consists in a subsidy calculated according to the surface of the agricultural land, paid to people over 62 years old who commit themselves to stopping agricultural activity. The main issues of land consolidation in Hungary, with special regard to the voluntary exchange of lands AgEcon

Land ownership and company structure is much more stabile in the agriculture of West- European countries than in Hungary. Therefore the lack of established land policy, land consolidation and farm regulation play the key role on the Hungarian agriculture’s ”map of problems”. These are strongly correlated and tasks urgently to be solved. These measures could help to raise the international competitiveness of Hungarian agriculture, positively influence the population supporting and keeping ability of the agricultural sector, and enable an environmentally sound management. A földet elsősorban mint termelési eszközt értelmezve, a pragmatikus gondolkodást és nem a nosztalgiát tartom célravezetőnek. Ismeretes, hogy két elgondolás él a köztudatban. Egyik a liberális földfelfogás, amely szerint a föld olyan termelési eszköz, mellyel más termelési eszközökhöz hasonlóan profitot lehet termelni, amely biztosítja a klasszikus értelemben vett bővített újratermelést. A másik nézet a közgazdasági kategóriákat mellőzve a földet a nemzet kincsének, a paraszti lét alapjának, az élet megtestesítőjének tekinti. Amennyiben ez utóbbi teória eltekint a földnek, mint termelési eszköznek objektív tulajdonságaitól, melyek akaratunktól függetlenül működnek, oda jutunk, ahol ma a magyar mezőgazdaság leledzik, vagyis néhány alapanyag kivételével...

Does the U.S. Midwest Have a Cost Advantage Over China in Producing Corn, Soybeans, and Hogs? AgEcon

China's accession to the World Trade Organization, a significant event for U.S. agricultural trade, has been viewed as benefitting U.S. farmers, especially midwestern farmers. This research compares the productivity and cost of production (COP) of China and the United States in producing corn, soybeans, and hogs. The results show that the U.S. Midwest (defined in this study as the Heartland region as classified by the U.S. Department of Agriculture's Economic Research Service) has a substantial advantage in land and labor productivities in producing corn and soybeans, especially compared to China's South and West producing regions. However, China's Northeast region, a major corn- and soybean-producing area, has a very competitive COP over the U.S. Midwest....

Property Rights Implications for the Brazilian Forest Code Rev. Econ. Sociol. Rural

Abstract: The Brazilian Forest Code restricts landowners’ uses of the land. Changes in property rights are therefore the core element of the program. In this paper the new institutional literature on property rights is used to analyze the main difficulties involved in such a re-specification of rights. Four concepts from this literature are described and applied to better understand the issues that have hindered the program in the past and that affect the current version of the program initiated in 2012: (i) property rights as a ‘bundle of rights’, (ii) evolution of property rights, (iii) path dependence; and Ostrom’s 8 design principles.
