Analysing the Impact of Decoupling at a Regional Level in Ireland: A Farm Level Dynamic Linear Programming Approach AgEcon

This paper describes a methodology to assess the impact of the decoupling of payments on Irish farms at a regional level. The methodology is based on a farm level dynamic linear programming model which optimises regional gross margin under a set of constraints. Regionally representative farms are selected using cluster analysis. The model maximises aggregate gross margins from all the farm types in a region allowing land and milk quota to transfer between farms within the region. The model is estimated for a baseline scenario, assuming no policy change, and under a decoupled scenario where farm payments are fully decoupled from production. An example of an impact study at the Border region in Ireland is presented in this paper to demonstrate the methodology.

Could carbon payments be a solution to deforestation? Empirical evidence from Indonesia AgEcon

Up to 25 percent of all anthropogenic greenhouse gas emissions are caused by deforestation, and Indonesia is the third largest emitter worldwide due to land use change and deforestation. On the island of Sulawesi in the vicinity of the Lore Lindu National Park, smallholders contribute to conversion processes at the forest margin as a result of their agricultural practices. Specifically the area dedicated to cocoa plantations has increased from zero in 1979 to nearly 18,000 hectares in 2001. Poverty in Kenya has been on the increase over the last decade. It is estimated that 56% of the total population live in absolute poverty. Most of the poor reside in rural areas where agriculture is the main livelihood activity. Majority of Kenya's farmers are smallholders. They account for 75% of the total agricultural output and about 70% of marketed agricultural produce. The fate of smallholder agriculture in this country is therefore central to poverty reduction. A collapse in output and incomes from smallholder agriculture is likely to have damaging welfare effects and retard pro-poor economic growth. Making Agricultural Support more Objective Oriented: Linear Programming Approach for Ukraine AgEcon

In this article we investigate how to integrate the experience and knowledge of local agricultural experts in order to facilitate more objective-oriented use of the agricultural support funds. For this purpose we apply the Linear Programming methodological approach. Within this approach the model for calculating the optimum allocation of agricultural budget is developed. The evaluations criterions, which are used in the modeling, are derived during the interviews with agricultural experts who work at the Zdolbuniv district agricultural department in Ukraine. Under the condition of significant changes in the framework of EU Agricultural Policy Agro-Environmental Programmes are evaluated in this paper. The MEKA-Programme of Baden-Württemberg and the KULAP-Programme of Brandenburg, both measures under the EU-Regulation VO (EWG) 2078/92 of 1992, are analysed using farm level Linear Programming models. One of the most important results is that both, the MEKA- and the KULAP-Program, have positive environmental effects. In addition they are also responsible for significant transfer payments which under unfavourable production conditions can reach up to 40 % of the farm level gross margins. The increasing concern over climate change has led to a number of international agreements to control greenhouse gas emissions. Agriculture currently accounts for 28 percent of Ireland’s total greenhouse gas emission and therefore has a major role to play in Ireland achieving its emissions targets. To improve the livelihood of the poor in Sub-Saharan Africa (SSA) much attention has been paid to the development of new agricultural technologies. We hypothesize that farmers can also improve their livelihood through cooperation. Partial cooperation, in which knowledge is shared or bargaining power improved, is relatively common in SSA, while cooperation where all resources are fully shared, which we address, has rarely been investigated. An important pre-requisite to establish such cooperation, is the need for a fair division rule for the gains of the cooperation. Modelling the Impact of Decoupling on Structural Change in Farming: Integrating Econometric Estimation and Optimisation AgEcon

Implementation of the Mid Term Review of the Common Agricultural Policy on farming in Europe is expected, and intended, to initiate structural changes in European agriculture. This impact of the agricultural policy reform will be triggered at the farm level with both up- and down-stream effects for agriculture in Europe. Modelling such a phenomenon is challenging. An integrated modelling approach, involving farm level optimisation models and exogenously estimated econometric models of farmer behaviour, is developed for Ireland; this framework is a general one and is applicable elsewhere. What Influences Tastes? An Analysis of the Determinants of Consumers’ Demand for Tastes in Food AgEcon

This article explores the factors affecting demand for tastes in food. Following Silberberg (1985) we divide demand for food into demand for nutrition and demand for tastes. We first compute the minimum cost required to fulfil the Recommended Daily Allowances (RDAs) of households and attribute the difference of minimum cost from actual expenditures as the expenditure for tastes. Since prices are essential in deriving the minimum cost and data do not allow for the derivation of prices for food consumed away-from-home (FAFH), we also present a way to account for the FAFH expenditure. Labour Management for Profit and Welfare in Extensive Sheep Farming AgEcon

Sheep welfare is an emerging topic in research and food marketing, and recent studies suggest that farm labour is a key factor for both animal welfare and productivity in extensive sheep farming systems, although little research has been done into labour utilisation in these systems. This paper reports field data collection on two commercial farms and the use of a linear programming (LP) model to link labour economics and animal welfare analysis. The model maximises the number of ewes to clooked after over the lambing period, when constrained by labour availability for various key tasks and by a pre-determined level of sheep welfare.
