The State government of Western Australia is currently working through a significant program of local government reform that has as a core objective a reduction in the number of local councils. The perception that there are economies of scale in service delivery is a key reason behind the State government’s desire to see a reduction in the number of councils in Western Australia. The following article uses the technique of Data Envelopment Analysis to measure the technical and scale efficiency of councils in Western Australia. Monitoring the fiscal stress levels of local governments at the state level is a critical strategy for predicting and preventing fiscal crises. The State of Michigan currently monitors the fiscal stress levels of its local governments using a set of indicators created in 2002. These indicators, however, are not capturing all types of fiscal stress and are not being utilized to their fullest. In this report, we outline proposed changes to the current system, calculate the proposed indicators, and then compare them to the current system. In the search for an adequate set of indicators to measure the level of pro-rural aspirations of Local Governments (LG), the main existing approaches to endogenous development have been examined. However, the conclusion must be that none of them seem to fit the needs completely. For this reason, a new index, the Municipal Rural-Sensitive Index (MRSI), has been developed, representing the base for the Rural Sensitive Evaluation Model (RSEM). The MRSI integrates the key features of the LEADER (Liaison Entre Actions de Développement Rural) philosophy, consisting of 41 rural-sensitive indicators, grouped into 3 categories and 7 sub-categories.
