The World Trade Organization (WTO) negotiations could have important implications for Southern Agriculture. This paper explores some of the issues surrounding the WTO negotiations for cotton. Specifically, this paper examines the impacts of the phase-out of the Multi-Fiber Arrangement (MFA) on the location of textile production and cotton trade flows. Generally, it is believed that the WTO negotiations will have little direct impact on cotton, but will have indirect impacts through textile policy.

While the elimination of the Multifibre Arrangement (MFA) was presumed to be a net global benefit because it represented an elimination of a distortionary set of trade agreements, it was based on the assumption that the underlying global trading regime was based on free trade principles. However, due to the trading pattern that has emerged after the MFA and its unintended consequences – with production infrastructure and trading rules based on distortionary incentives so entrenched into the system – the global trading regime after the elimination of quotas is still far short of free.

The Agreement on Textiles and Clothing: Is It a WTO Failure? AgEcon

The historic GATT-Uruguay Round Agreement was signed in April 1994 after years of difficult negotiations. Although the textile and clothing sector was not included, a separate agreement, the Agreement on Textiles and Clothing (ATC) was also signed, with the specific purpose of dismantling the complex quota system in place and gradually incorporating the sector into the rules and disciplines of GATT-UR over a period of ten years. On the verge of the established deadline, the liberalization results achieved seem disappointing for most textile exporting countries.
