Evaluation of the performance and robustness of VPA-based stock assessment and MSY-based management strategy to process error: the Atlantic bluefin tuna case study ArchiMer

An integrative simulation framework was built to evaluate the consequences of variability attributable to changes in carrying capacity or the stock’s migration pattern of Atlantic bluefin tuna on the ICCAT stock assessment and management procedures. We also evaluated the performances of stock assessment methods with respect to their ability to provide good estimates of MSY, FMSY and BMSY and tested the robustness of the current ICCAT management strategy to uncertainty about the true dynamics and historical exploitation levels. Most worldwide fish stocks are overexploited, and so exploited beyond the Maximum Sustainable Yield (MSY) and the Maximum Economic Yield (MEY). Not exploiting fisheries resources at MSY or MEY leads to the loss of production and rents from the fisheries. A large part of the EU fisheries are managed based on single species stock assessments; however, in reality, most species are caught together with other species and by different fleets. In multi-species and multi-fleet fisheries, single species assessments, and consequently MSY and MEY reference points, are often not valid, and so the catch recommendations. Effects of the Share Remuneration System on Fisheries Management Targets and Rent Distribution ArchiMer

Most fisheries worldwide remunerate their crew with a share system, where crew receive a part of the revenues or a part of the revenues less costs, rather than a fixed wage. Although labor is one of the main costs in fisheries and the share remuneration system has a strong influence on firm behavior and its economic performance, little attention has been paid it. In a share remuneration system, crew salaries can significantly increase when the economic performance of a vessel improves. This allows the crew to capture part of the fisheries rent. A continuous hockey stick stock-recruit model for estimating MSY reference points ArchiMer

With political commitment to restore stocks to levels where they can produce maximum sustainable yield (MSY), fisheries managers request evaluations of management plans that include options for an FMSY policy. The procedure to estimate FMSY with dynamic-pool, stock assessment models is well established for common stock-recruitment relationships (S-RR). In this paper, we extend this capacity to another S-RR, a piecewise function known as the hockey stick, which is frequently assumed when the data do not support more elaborate functions. We, members of the Association Francaise d'Halieumetrie, share the conviction that European fisheries have a future. It is time to get off the wrong track. Radical change is required to embark on the path of sustainable development and truly implement the ecosystem approach to fisheries. Today, high fishing pressure is deployed to catch a rare resource, which in return is responsible for the rarity. We must reverse the situation: an abundant resource that affords high catches applying moderate fishing pressure. All management tools and especially all actors must be mobilized.
