PRODUCTION RISK AND CROP INSURANCE IN MALTING BARLEY: A STOCHASTIC DOMINANCE ANALYSIS AgEcon
Gustafson, Cole R.; Wilson, William W.; Dahl, Bruce L..
Malt barley is an important specialty crop in the Northern Plains and growers mitigate risk with federally subsidized crop insurance and production contracts. However, growers face considerable risk due to "“coverage gaps"” in crop insurance that result in uncertain indemnity payments due to uncertainty of their crop meeting contract specifications. A stochastic dominance model is developed to evaluate alternative risk efficient strategies for growers with differing risk attitudes and production practices (irrigation vs. dryland). Results show that efficient choices are highly dependent on risk attitudes for dryland growers, but not irrigated growers. Sensitivities with respect to acceptance risk and level of crop insurance subsidization are presented....

WORLD MALT AND MALTING BARLEY: COMPETITION, MARKETING, AND TRADE AgEcon
Satyanarayana, Vidyashankara; Wilson, William W.; Johnson, D. Demcey; Dooley, Frank J..
Recent trends in production marketing, trade, and policies affecting world malting barley and malt sector are examined. A spatial equilibrium model of production and trade is used to assess the effects of alternative levels of supply, demand, and policy variables on composition and direction of malting barley and malt trade flows.

STATE TRADING ENTERPRISES IN A DIFFERENTIATED ENVIRONMENT: THE CASE OF GLOBAL MALTING BARLEY MARKETS AgEcon
Dong, Fengxia; Marsh, Thomas L.; Stiegert, Kyle W..
The lack of transparency in the pricing and operational activities of state trading enterprises (STEs) has caused members of the World Trade Organization to express concern that certain countries' STEs might circumvent Uruguay Round commitments on export subsidies, domestic support, or market access. The purpose of this study is to examine the market structure of the differentiated world malting barley market in which two STEs (the Canadian Wheat Board and the Australian Barley Board) maintain jointly a very large share of the export market. In particular, this study focuses on the exclusive procuring and pricing policies used by both STEs to test if these intra-country mechanisms can generate leadership and shift rent from other exporting countries. A...

CHANGING STRUCTURES IN THE BARLEY PRODUCTION AND MALTING INDUSTRIES OF THE UNITED STATES AND CANADA AgEcon
Buschena, David E.; Gray, Richard S.; Severson, Ethan.
Substantial changes have taken place recently in the regulation of agricultural trade in North America. The effect of these changes on trade in agricultural commodities is of particular interest to producers and policymakers in the Northern Plains and Rockies region. In this paper, we discuss specifically the malt barley production, malting, and brewing industries in light of these new trade agreements and their ramifications. We evaluate the incentives that free trade provides for mergers between barley malting firms, and then we assess the consequences of these mergers on the realized gains from trade for consumers, barley producers, and malting firms. The globalization of markets has fundamentally changed the world in which economic agents operate....
