Non-use values (i.e. economic values assigned by individuals to ecosystem goods and services unrelated to current or future uses) provide one of the most compelling incentives for the preservation of ecosystems and biodiversity. Assessing the non-use values of non-users is relatively straightforward using stated preference methods, but the standard approaches for estimating non-use values of users (stated decomposition) have substantial shortcomings which undermine the robustness of their results. One issue surrounding the use of Choice Modelling (CM) in policy is whether public and expert preferences diverge regarding particular environmental attributes. To investigate this issue two case studies use CM to value ecological attributes for the Ningaloo and proposed Capes marine parks in Western Australia. Public and expert populations are sampled, with consideration of information effects. Attention is also given to whether policy relevance can be improved by considering not only desired outcomes of the hypothetical policy options in the CM exercise, but also the management process used to achieve these outcomes. Preliminary results of the public sample identify significant impacts of both information and management process effects. |

Decision tools for species conservation, such as benefit cost analysis (BCA) and project prioritization protocol (PPP) use monetary values to measure benefits or to assign priorities across species. Non-use (or passive) values are an important, yet difficult to quantify, category of benefits. When not estimated they may be assigned a zero value by decision makers. This results in the under-provision of conservation dollars to substantial non-use values generating projects and actions.
