The process of change in the Common Agricultural Policy (CAP) from trade and market distorting measures to more neutral interventions has been long, but in this process the 2003 reform (the so-called Fischler reform) has been the most important step, leading to a more decoupled, and hence less market distorting, support (Oecd, 2004) and introducing the fully decoupled Single Farm Payment Scheme (SFP). In this paper, we estimate a model of operators’ off-farm labour participation from a panel of Italian COP farms drawn from the FADN. To this purpose we use a random effects probit model, thus controlling for unobserved heterogeneity. Little attention has been given in the agricultural economics literature to the impact of off-farm work on farm productivity and efficiency. More knowledge about what determines part-time farming and whether farm productivity and efficiency are affected by part-time farming could help policy makers introduce better targeted rural development policies. This paper aims to fill the above-mentioned gaps by first analysing factors that influence the choice of off-farm work; and then examining how off-farm work influences productivity and technical efficiency at the farm level. This paper examines the linkages among agricultural total factor productivity, farm size, and farm household participation in the off-farm labor market for the Southeastern states for the period 1960-1996. We find evidence of a simultaneous relationship between productivity and measures of farm structure. The results support the expected relationships between the endogenous variables, namely that productivity and farm size are positively related, farm size and off-farm work participation are negatively related, and off-farm work and productivity are negatively related. We find positive and significant impacts of government policies (investments in public research, extension, and highways) on productivity growth. |

The objective of this paper is to investigate the differences in yield production, production efficiency, and yield risk for farmers with and without off-farm work. Using a nationwide survey of Taiwanese rice farmers, we estimate a stochastic production frontier model accommodating the technical inefficiency and the production risk simultaneously. Applying the stochastic dominance criterion to rank the estimated technical efficiency and yield risk between professional farmers and farmers with off-farm jobs, our empirical analysis shows that off-farm work is significantly associated with lower technical efficiency.
