Despite the importance of the agricultural and downstream processing sectors in the New Zealand economy, there is no tradition of using partial or general equilibrium models to evaluate policies or other measures directed at the agricultural sector. Policy-makers have instead relied on the development of ad hoc scenarios of land use change, farm budget models, and simple multiplier analysis of flow-on effects. To redress this situation, we have developed a catchment-scale partial equilibrium framework based on the US REAP model, which we have thus far calibrated for two different catchments. Linking Large Numbers of Individual National Models: The Case of the AGMEMOD Partnership AgEcon

The AGMEMOD Partnership seeks to capture the inherent heterogeneity of the agricultural systems existing by combining individual country models of 27 EU Member States and several accession countries into one single model while still maintaining analytical consistency. Although this approach facilitates the comparison of the impact of a policy across different Member States, it generates challenges in practical implementation, ranging from high communication and administration requirements to aggregation and consistency issues. This contribution provides insights into the different challenges posed to the scientists and discusses the key issues for maintenance and further development of such a complex system. MODELLING THE EFFECTS OF EU SUGAR MARKET LIBERALIZATION ON AREA ALLOCATION, PRODUCTION AND TRADE AgEcon

This paper presents a partial equilibrium simulation analysis of EU sugar market reforms with a version of the European Simulation Model (ESIM) addressing three issues: preferential EU imports are a function of the price differential between world market and EU price, EU supply functions are estimated based on FADN data, and the production of bioethanol in the EU and the rest of the world is taken into account as an important component in sugar beet and sugar cane demand. It is found that the current sugar market reform including the restructuring process until the end of 2007 is sufficient to allow the EU to comply with its WTO commitments only very narrowly.
