Última International Trade Liberalization Impact on the U.S. Peanut Industry AgEcon Carley, Dale H.; Fletcher, Stanley M.. The acceptance of the NAFTA and GATT trade agreements will impact the U.S. peanut industry. This paper examines trade distorting policies and evaluates the effects of trade liberalization on peanut producers, shellers, manufactures, and U.S. consumers of peanut products. Decreasing marketing quotas and support prices are expected to reduce gross income peanut farmers, revenues to local governments, and tax bases in rural communities. Reduced peanut production would impact buyers/shellers through greater price variability and risk, changes in marketing methods and contractual relationships, and increased emphasis on buying high quality peanuts. In the article, stochastic frontier analysis of peanut-production efficiency in the Southeastern region of the United States is conducted with a view of assessing the likely farm-level impacts of the 2002 Farm Act. Results indicate that , although quota ownership did not significantly impact inefficiency, it is likely that limitations on the quota’s transferability to areas with better growing conditions were a significant cause of inefficiency. The acreage shifts and improved yields following the passage of the 2002 Farm Act support this conclusion. Certain farm characteristics, such as farm size and operator’s education and age, were also important for efficiency. Excessive government losses and pressure from end users of peanuts have increased the likelihood of a peanut support price and quota reduction in the 1995 farm bill. This study analyzes the economic impacts of reducing the national quota support price on North Carolina farm income and rural communities. Effects of policies that reduce quota support price for Virginia-type peanuts from $675 per ton to levels of $600 and $500 per ton are estimated. Reductions in the quota support price have significant impacts on quota owners and peanut producing regions. A 10 percent reduction in quota and a $500 support price would result in a $43 million income reduction to North Carolina.
